古蹟防火對策-以彰化縣鹿港鎮為例

Abstract

文化資產保存法自實施以來已逾30年，然而，從歷年古蹟及歷史建築火災案例分析，火災案例件數未見明顯降低，且相關案例起火原因係以人為因素所佔比例為最，而人為因素恰恰是政府施政最可事先預防之良藥，顯見當前政府對於古蹟及歷史建築防火政策失效，有極需改善之空間，本文將針對國內外相關文獻、法規進行探討，並以彰化縣鹿港鎮之古蹟及歷史建築進行實地訪查，以期能提供產官學界未來修正及改善相關對策之方向。

Cultural Heritage Preservation Act has been published for more than 30 years. Howerver, according to the analysis over the years monuments and historical building fire cases, the number of fire cases not obviously reduced , and the human factor is the highest proportion of factors leading to fire. The human factor is the government's most prevention in advance. Obviously, the fire prevention policy of government in monuments and historic buildings has failed. It needs to be improved immediately. This article will focus on the research of domestic and international laws , regulations related literature, and the field research of monuments and historical buildings. Finally, it provide direction of industry, government and academia the direction of amendments in the future.
