Abstract: Grey relational grade calculations consider equal and unequal grey relational coefficient weights. How to obtain the real grey number representing the importance of each expert for criteria thus is challenging, the Rasch model is a feasible method of generating grey numbers of importance scores obtained using the Likert rating scale. Therefore, this study attempts to use the Rasch model to obtain the weight of grey relational coefficient to analyze the performance of seven districts including Taipei; Kaohsiung; Taichung; Hwalian; Scenery; Taoyuan, Hsinchu, Miaoli; Others in Taiwan containing 56 international tourist hotels during 2009 using five criteria. The analytical results reveal that international tourist hotel performance rank of Taiwan during 2009 were Taipei; Scenery; Taoyuan, Hsinchu, Miaoli; Kaohsiung; Taichung; Hwalian and others.
