台灣地區行動電話製造業者供應鏈系統現況之初探

Abstract

近年來，由於行動通訊的需求不斷蓬勃發展，隨著各國電信自由化、國際化與通訊費率逐漸下降的趨勢，行動電話服務逐漸成為必需商品，進而創造了無線通訊市場無限的商機。台灣在全球產業分工中，由於擁有完整的周邊產業廠商、高生產品質、彈性與低價優勢，在資訊產業堅強代工經驗的支持下，台灣地區未來發展行動電話代工模式將擁有絕佳之優勢。然而隨著台灣廠商加入手機產業日漸增多，加上相關零組件供應鏈廠商逐漸齊全，在產業聚落逐漸成型之情況下，供應鏈管理的效率將成為未來決定勝負之重要因素。過去探討製造業整合供應鏈之文獻，大多只著重於探討供應鏈結構上單一作業流程之管理或改善，然而實際上供應鏈中每個環節之決策與運作，都影響著下一環節的進行與結果，甚至進而影響整體供應鏈的運作績效。由於行動電話屬於高消費性產品，且面臨全球性競爭之壓力，因此，行動電話製造業者更需要對於原料採購計畫、生產計畫或配送作業等整體供應鏈之操作加以重視。本研究首先整理與回顧國際物流管理、供應鏈管理與全球運籌管理之相關文獻，以作為探討台灣地區行動電話製造業供應鏈管理系統之基礎資料；接著探討全球行動電話產業市場概況，以瞭解台灣地區行動電話製造業在全球行動電話產業中所扮演之角色；並利用個案研究方法，以國內主要三家行動電話製造商（Ｂ公司、Ｑ公司及Ｃ公司）為個案加以探討，以瞭解國內行動電話製造業供應鏈系統發展之現況。本研究最後綜整上述研究成果提出結論與建議，以提供相關業者改善其整體供應鏈管理系統之參考。

In the recent years, the mobile handset market has grown sharply because of the enormously increasing demand. The giant progresses in technology also enlarge the market. Because of the superior IT industry experience and sufficient mobile handset components resources in Taiwan, our manufacturers have ODM/OEM strength in mobile handset manufacturing. With more and more component companies entering the mobile industry, it makes the whole handset supply chain become completed. Therefore, the efficiency of supply chain management will become a key success factor. Most of the reports in the past focused on the development or improvement of single procedure in the manufacturing industry; however, in the real situation, every single procedure is relative to each other in decision making and planning, especially in mobile industry since it is highly consumer driven and strictly competitive. This study firstly reviewed the relative literatures of global logistic management and supply chain management. Based on exploring the development of worldwide mobile market, this study is trying to find out the role of Taiwanese vendors among the worldwide market. Then we take 3 major Taiwanese vendors as samples to investigate the supply chain management conditions of mobile manufacture in Taiwan. At the last, we bring out the conclusions and suggestions to Taiwanese vendors for further improving and developing their supply chain management.
