Abstract: 本研究希望藉由對大陸光電資訊產業與應用軟體環境之暸解與優弱勢分析
,可為我國科技產業找到有利於研發資源運用與分工之模式。從而讓台灣
光電資訊業在面臨美、日技術性競爭,及產品快速開發上市的壓力下,能
透過研發資源整合運用取得技術、資金、人才及市場之競爭優勢。本研究
包含下列主題:一 科技產業在大陸設立據點之需求因素分析二 大陸科研
體系與軟/硬體人才結構分析三 科技企業在大陸作技術合作與智慧財產權
的問題分析四 兩岸光電科技生產力優弱勢分析五 光資訊影像產品與應用
軟體開發策略評估研究方式為資料蒐集、文獻探討、以定性研究方法"內
容分析法" (Content Analysis) 為主。並提出研究發現與心得,作成命
題建構,提供給科技產業界作為整合研發資源、掌握科技管理發展脈動與
投資方向、以及後續研究的參考。本研究的結果與貢獻:透過次級資料的
研讀分析,了解我國光電資訊工業的產業結構,與兩岸政策面對高科技產
業發展與技術交流的配合措施。從兩岸光電技術水平資料,得到光電元件
技術變革、光資訊產品、影像處理應用軟體開發能力,從而了解影響合作
開發、進入光資訊產品市場的機會與限制之主要因素。以產業發展條件與
市場機會為基礎,在技術、產品、資金、市場行銷等主要變數中,找出適
合我國光資訊廠商、整合研發資源,從事光資訊產品開發的企業競爭與技
術投資策略。分析兩岸光電科研人力資源結構,找尋出確為我國開發光資
訊產品與市場所需之人力、技術、研發專案管理合作形態和企業組織運作
之人力資源規劃及管理。The purpose of studying Taiwan
entrepreneurs' R&D investment toward mainland China is
to explore the characteristics and comparative
advantages of the Photo-Electronic industrial
environment between the two sides of the Taiwan Strait,
and then to find mutual beneficial ways of integrating
R&D investment behavior into a collective process. Therefore
we analyze productivity characteristics of the PRC's Photo-
Electronics industry.(e.g. industrial structure and
efficiency, international trade competitiveness,
potential of R&D, and technology comparisons focusing
on Photo-Electronics & computer image processing
peripheral systems) Basically, the PRC's industrial environment
is very rigid and inefficient. However, it has the
advantages of abundant labor, basic R&D human resources,
capital and complete industrial systems which can
produce most of product self-sustainingly from upstream to
downstream. This is complementary to Taiwan's comparative
advantages of abundant capital, marketing ability,
flexible and efficient division of labor, mutually
supported production systems, and a sophisticated ability
for commercializing new techniques and products.
Therefore, the overall comparison shows a high
feasibility for integrating division of labor and R&D
resources between the two economics' Photo-Electronics
industries.
