Abstract: | 近年來我國工業蓬勃發展,具有危險性的工業原料及化學物質被各行業大 量使用,但有關化學災害之預防及應變能力卻未相對成長,導致工廠化學 災害之意外事故時有所聞。本研究擬就新竹地區既有之緊急醫療系統,評 估其處理化學災害之能力,並提出規劃的建議,期使化學災害現場預防系 統更加週全完備,一旦化學災害發生,傷患人員可接受迅速妥善之救護。 評估的步驟是建立一個化學災害模擬的流程架構,接著再對化學災害造成 的傷害作一個分類、分級,並訂定造成不同等級傷害所需的醫療設備係數 ,然後由輸入氣象資料、工廠的運作參數,透過簡易高斯擴散模式算出各 種濃度的散布範圍,接著計算出各等級傷害與死亡的面積、人數,乘上各 等級的醫療設備需求係數,所得需求面結果便可用來評估規劃工廠本身、 附近OSPCT小組成員工廠、責任醫院、區域性醫療網供給面的整合救護能 力。在本研究的後期,便以新竹地區的三家工廠的外洩事件為例子,經由 本研究建立的架構,進行評估該地區的醫療系統供給面是否足夠應付造成 的傷害,在第一個氨的外洩事件中,本研究建議該地區的醫療供給面能增 加加護病床數,護理人員數,以應付化學災害的發生,而在第二、三個丙 烯晴及氯的外洩事件中,顯然醫療供給面是相當薄弱,各方面都需要加強 才足以應付該災害的發生。 Of late years,the industry was developed vigorusly.Many hazard materials and toxic chemicals were used widespread by every trade and factory,but the ability of prevention and contingency did not strengthen during the chemical accident. For the sake, many chemical accident happened frequency and made the great damage. In this study,we want to evaluate the ability of Emergency Medical System (EMS) to handle the chemical accident' s damage. Then,we will suggest the EMS to enhance the ability, to take care of patient when accident happen in the future. The process of evaluation is: 1.Classify the injure of person by chemical accident; 2.set the coefficient of varied class's injure; 3.input the data of meteorology and plant's operation to Simplify Gaussian Dispersion Model,to calculate the area and people of varied class's injure; 4.to multiply the coefficient and people of varied class's injure,we will get the demand of EMS; |
