Abstract: | 高科技產業是我國未來經濟發展的利器,同時也為國力展現的具體表徵,其重要性不言可喻,而由於高科技產業所面臨的競爭環境,具有技術密集度高、市場變化快速且資金需求龐大與風險性高等經營特性,除了企業本身擁有有效競爭策略外,政府也必須制定明確的高科技產業政策為後盾,以累積我國高科技產業的競爭力。本研究係以新竹科學工業園區內的IC廠商為實證對象,利用模糊多屬性決策方法來構建產業政策的評估模式,藉由模糊數 (fuzzy number) 之運算,有效解決在評估政策上的模糊性,探討產業政策對產業間所造成的衝擊,以此構建政策之評估準則。
根據學者波特 (Michael E. Porter) 的研究指出,一國的經營環境是決定某一產業競爭力的必要因素。若把高科技產業視為未來經濟成長的觸媒或催化劑,則如何在我國原有的基礎上,改善投資環境,合理運用國家有限資源,以加速高科技產業發展為一致追求的目標,是重要的課題。因此本研究結合競爭環境分析結果及經由群體決策之政策評估模式,發展出IC產業之輔導政策構想,據以提供決策管理當局研擬產業政策之依據。 High-tech industry is a key factor of our country's future economical development. It is also the index of a country's strength. The challenge faced by the high-tech industry is a technologically intensive environment. Due to the characteristics, such as the rapidly transforming market , heavy investment, high-risk operation, etc., not only the high-tech industry must have its own effective strategies, the government should also develop a well-defined high-tech industry policy to back up the industry's development and ensure the industry's competitiveness in the global competition. This research is focused to the IC companies in Hsinchu Science-based Industrial Park, using Fuzzy Sets Theory as the tool, then the policy evaluation guideline can be set up. According to the study of Michael E. Porter, the key factors of an industry's competitiveness depend on its operational environment. It is important that our government must improve the investment environment and utilize the national resources to strengthen the high-tech industry. The crucial issue is whether the government's high-tech industry policy can be well-executed and the objectives of the policy can be accomplished. |
