Abstract: | 臺北市木柵線捷運已於民國85年3月底正式通車營運,但開啟國內都會 區大眾捷運之新紀元.該線也是國內考量運輸障礙者之特殊需求,依"台北 都會區大眾捷運系統無障礙設施設置準則"而設置無障礙設施的第一個公 共運輸系統,因此其無障礙設施設計是否允當備受各界關注.本研究以視障 者與輪椅者觀點,分別進行無障礙設施之滿意度調查,藉以瞭解這些設施在 設計方面之問題所在. 首先對木柵線無障礙設施進行體檢調查,發現部 份無障礙設施之設置與捷運局之規範準則有相當差距;其次遴選視障者與 輪椅者各十名代表,實地使用每項無障礙設施,並於使用後隨即回答問卷, 表達其對該項設施之滿意程度及不滿意的可能問題缺失.同時,本研究亦從 旁觀測這些運輸障礙者的移動特性,瞭解其對空間尺寸之基本需求.在滿意 值的量測上,本問卷將模糊集處理方式引進傳統的 Likert 五分法,並深入 探討問卷的信度與效度;最後,則綜合視障者與輪椅者的移動特性及前述之 問題缺失,對捷運局之設置準則研提修正芻議. The Mu-Za Line of Taipei Rapid Transit System is the pioneering MRT linein this country. This line commenced its operation in March 1996 and was de-signed under the Regulations of Barrier-Free Facilities of Taipei Rapid TransitSystem. Since it is the very first public transit system that fully considers the needs of handicapped persons, we are not sure that such barrier-free designscan satisfactorily accommodate the transportation handicapped. The purpose of this study is to conduct a satisfaction survey from the visually impaired and wheelchair user's perspectives. We first measured the dimensions for all of the barrier-free facilities andcompared with the design standards of the Regulations. It was surprisinglyfound that some of the facilities did not meet the Regulations. Some twentyhandicapped persons were then selected( ten visually impaired and ten wheelchairusers) to examine every item of the barrier-free facilities in person. A questionnaire survey was carried out immediately after they actually utilizedeach item. For the unsatisfactory items,possible reasons were also inquired.Meanwhile, we also observed the moving as well as physical dimensions for thesehandicapped persons. Satisfactory scores were calculated using five-point Likertscale fuzzy method and reliability and validity were further tested. Finally,a revision of the Regulations of Barrier-Free Facilities of Taipei Rapid TransitSystem was proposed based on the moving/ physical charactersand responses of thevisually impaired and wheelchair users. |
