購物休閒結合閒置空間再利用之可行性研究-以新竹市八卦窯及周邊為例

Abstract

我國自實行週休二日以來，為社會大眾帶來更多自由支配的時間，加上國民所得提高，社會價值觀念及生活型態之改變下，使得國人對休閒活動安排日趨重視，也使古蹟及閒置空間開發轉化結合休閒產業成為一個新課題。 在新竹地區，隨著都市計劃的開發及科學園區所形成的聚落人潮，對假日休閒去處有更深切的需求，也因為地小人稠，對以往廢棄的閒置空間又興起了一股再生的契機。本研究是以位居新竹茄苳大道旁的廣大八卦窯區為研究對象。藉由研究國內外古蹟及閒置空間再利用案例在加以政府單位，古蹟與文化從業者及新竹地區遊客需求三個面向來探討新竹八卦窯結合當地文化再利用的可能性與需注意的方向。 研究中發現，以政府為主業主為輔的方式加入新竹當地的文化特色，可以使開發事半功倍。再加上適當的交通運輸及園區內的動線設計、廣大的紓壓及休閒空間設計與多樣的餐廳及賣場，更可增加遊客的興趣及再次造訪的可能。最後，希望後續研究者能將研究的範圍層面收斂，逐一來做分析與驗證，讓建構八卦窯購物中心可以獲得更具體明確的作法與建議，亦可採用更深入的量化研究方法，擴大與深入研究的層面，將更完整呈現八卦窯轉化再開發的研究成果。

Because of the two days weekend and the increasing of income, it has grown stronger tendency for citizens to travel on vacation. And it leads to the topic of how to transform the historic spot and reuse the deserted space even more important. In Hsinchu area, people demand stronger than others on leisure spot since population increasing due to the city growth along with the Science-based Park moving in, so how to use the best of deserted space and integrate with Hsinchu specific culture to be attractive, became a topic to study with. The object is “Hsinchu Hoffman Kiln” which has been abandoned for almost 30 years. It reappears the value for reconstruction since the city development plan has been revisited. The study refers to the case of Taiwan and foreign historic/deserted site on the success factors for how they are rebuilt. And also examine the interests and feasibility from 3 categories, Government- Hsinchu Cultural affairs Bureau, the proprietor/contractor and the tourists. The study result reveals the attributes to make it successful would be: government takes the lead with proprietor’s support, embedded with the local cultural items within the reconstruction, the appropriate and easy transportation and parking space for the tourists to visit, the open shopping area and varies restaurants for choosing with. These are not merely the factors that attract tourists but also feel worthy for coming back again. Meanwhile, to have a further quantified investigation to converge the result and make it more solid is recommended, which would be more specific for how to refurbish such historic site and make it a unique leisure spot for people to visit.
