Abstract: | 位於新竹的誠正中學是我國第一所收容感化教育處分青少年之少年矯正學校。目前政府機關在評鑑其經營績效時,係以戒護、教化為標準,而未考慮感化教育部分的構面。
本研究以誠正中學為研究對象,運用CORPS模式為研究架構,並參考現行一般學校的績效考核指標,建構出誠正中學適用之績效考核指標。得到具體指標後,本研究運用分析層級程序法(AHP)來決定個別指標的權重,最後再實際運用績效指標分析誠正中學的經營績效,以個案方式呈現。
研究結果顯示,誠正中學組織績效指標的優先順序分別為:1.完全中學教育品質、2.矯正教育實施效率、3.戒護安全、4.決策核心之決策品質、5.學生行為輔導、6.學校特色、7.醫療保健、8.資訊作業。而個案分析結果顯示,誠正中學分別在完全中學教育品質、矯正教育實施效率、戒護安全、決策核心之決策品質指標上表現優良,在學生行為指標輔導及上學校特色表現欠佳。將各指標的權重一併列入考量後,整體而言,誠正中學的經營績效表現優異。 Located at the town of Hsin Chiu, Chenjheng High School is the first youth correctional facility in the country. However, managerial efficiency analysis which governmental agency done has primarily focused on the incarceration and correction but ignored its educational aspects . The purpose of this research is to utilize the CORPS model to perform a case study of Chenjheng High School to create a managerial effectiveness index that is suitable for Chenjheng High school. We give the weights for each effectiveness index by an Analytical Hierarchy Process (AHP). Finally, a case study for Chenjheng Hish School was done under the CORPS framework and managerial effectiveness index. Result of the research indicated that the importance of the effectiveness indexes of Chenjheng High School in descending order are: 1. education quality, 2. correction measure effectiveness, 3. security of the facility, 4. decision making effectiveness, 5. student behavior counseling, 6. school facility, 7. health care provision, and 8. information process. We find that ChungJung High School performs in an excellent manner, especially in quality of education, correction measure effectiveness, security of facility and decision making effectiveness, etc. We suggest that Chenjheng High School should perform better if it improves student counseling and facilities. |
