Abstract: 離島航運是提供離島地區對外交通的主要方式之一,尤其是民生物資必須依靠海運來運送,因此政府有責任保障離島地區居民基本之交通權利;離島航運雖為大眾運輸之子系統,但其特性和一般公路客運有所不同,即便沒有公路客運之服務,民眾亦可以利用不同之方式以達成旅行目的,離島航運則不然,若沒有提供服務,居民就等同受困離島。 市場方面,每條離島航線都有不同之需求,也都有各自之市場特性,不能以一概之。本研究即在此背景下,來探討政府應對於離島航運訂定出一合理的管制方法。 本研究透過供需、旅次類型及替代運具三方面的比較,分析出各航線的市場特性;針對不同的運輸管制層次,並透過相關文獻的探討,找出相對應的運輸管制方法,結合不同航線其自身之市場特性,找出各航線應有之管制方法,每條航線都有不同的結果。
Remote island shipping is the main mode to leave remote island areas,especially,all the goods and materials must be transported by shipping,so the government has the responsibility to ensure that remote island citizen can maintain their rights。Remote island shipping is one subset of the mass transit system,but the characteristics of Remote island shipping and highway bus are not the same。If no highway bus service,people can use other modes to achieve their purposes,but there are no Remote island shipping services,remote island citizen can not leave the islands。 Each line has its market characteristic,so we cann’t use the same rule to define each line。In consideration of the problem,the study try to find the reasonable regulation system for Remote island shipping。The study uses three dimensions which are supply and demand,trip category,substitute mode to analyze each line market characteristic。The study focus on different transportation regulation levels and finds the reasonable transportation regulation methods。Then,combine the methods with each line market characteristic,the study obtains each line its regulation methods,every line is not the same result。
