領標投標估價影響因素之案例分析

Abstract

營建業廠商要生存與發展必須憑藉完善的投標評估程序以獲得好的專案，找出適合的投標評估準則是營建業廠商獲得好專案首要之務，這些評估準則可以輔助投標決策者找出具有價值的專案，公司進而將資源投入這些具有價值的專案中而獲取利潤或效益。 然而在進行投標評估時，營建業廠商所必須進行的決策可略分為兩大階段，第一階段主要是決定那些專案值得去購買標單，第二階段是由已購買標單的專案中決定出合理的專案成本與專案投標價。本研究為了使相關學習者能更貼近實務，因此運用個案研究法來分析專案投標評估準則，以兩個實際案例來說明專案投標評估程序中各階段的評估準則。本研究運用案例描述、專案訪談與案例歸納等方式來讓相關學習者能夠以實務工作者的角度進行思考，並提供研究結果給投標評估工作者擬定相關決策時之參考。

Construction firms survive in the extreme competition by a conducting a good tender evaluative process. Figuring out the criteria that fits the tender evaluation process which will assist bid decision makers is a very important task for construction firms and lead to the input of resources into these projects to acquire benefits and profits.

The decisions that construction firms need to make during the tender evaluative process consists of two stages. The first stage is to decide which projects should be participated while the second stage is to determine the reasonable cost and bid price from those projects. To let related learners to be closer to practices, this study adapts case approach to explain and to analyze tender evaluative criteria in each stage mentioned before with two real cases. In addition, this study uses case description, project interview, and case generalization to let related learners to think in a practice view and provides research results to consultants as reference.
