危機變數對地方政府策略管理之影響(I)

Abstract

公共組織中常存著「計畫趕不上變化」此類的看法，這句話也點出了本研究的兩個主要的問題。首先，有哪些變化是真正會帶給公共組織巨大影響的呢？第二，這些變化究竟又會帶給公共組織的施政計畫什麼樣的影響呢？為釐清這些問題，本計畫預計以兩年的期程進行研究，並將焦點置於地方政府的系絡中討論。第一年中，本計畫目的在於界定導致縣市政府危機狀態的重要因素，以及探討這些危機變數如何影響其施政計畫，而深度訪談的方式有助於概括性的瞭解。在訪談對象上，申請人於先期規劃時曾至新竹市政府訪談而有初步瞭解。依此，本計畫將以縣市政府財政狀況為標準來選取九個縣市政府的相關人員，以及專家學者進行深度訪談。本計畫第二年將回答危機變數與策略過程及內容之間有何關係之問題。在發展命題與提出研究假設，及界定各項危機變數的操作性定義後，依據整合型計畫調查研究的架構，針對縣市政府各局處室八職等以上的主管職執行問卷調查以進行驗證。最後，預期的貢獻為瞭解內、外在環境對於策略過程與內容影響之因素、建構地方政府開放系統的策略規劃模型，以及將研究成果投稿至國、內外之學術期刊。

“Plans can never keep up with changes” seems pervasive in public organization; however, it has also revealed the two major questions in this proposal. First, what kind of changes can really affected plans? The subsequent question is how do those changes influence plans, especially the process and contents of strategic plans? I expect to answer these two questions in the context of Taiwan local government within two-year research period. In the first year project, I would like to define which factors are going to affect plans through the method of in-depth interviews of about 9 counties/cities in Taiwan. According to the pilot interview to public servant in Hsin-Chu City, I will select the interviewees from local government on the base of government financial dependence. The second year project is going to answer the relations between variables of crisis and the process and contents of strategic plans. Propositions and hypothesis will be developed according to the research results of the first year project. After operating the definitions of the factors of crisis variables, a survey will be conducted. There are several expected outcomes in this two-year project. They are: clarifying the factors influencing the plans of public organization in local government, providing an “open system model of strategic management” with the contribution of other projects, recommending policies to enhance the capacity of public organizations when facing environmental uncertainty. The last but not the least expected outcome is to submit manuscripts to academic journals.
