探討政府機關在開發資訊系統中的夥伴關係

Abstract

受限於有限的資源，政府機關在履行相關法規時，其夥伴關係甚為重要。過去之研究集中於討論政府機關與私人企業間的公－私夥伴關係（public-private partnership, PPP）。然而，甚少同時討論公共領域中在開發資訊系統時的公私夥伴關係（PPP）和公共－公共夥伴關係（public-public partnership, PUP）。本研究藉由社會交換概念，探討在相關規定與法規限制之下，政府機關和政府機關、軟體廠商之間在開發資訊系統中的公－私夥伴關係（PPP）和公－公夥伴關係（PUP）。根據研究結果，本研究發現政府機關的資訊系統使命會影響其社會規範、高層管理支持和資訊系統績效，而高層管理支持和資訊系統績效又將影響政府機關的夥伴關係。當政府機關與其他機關之間具備良好的夥伴關係時，其亦將促進政府機關與資訊系統廠商之間的夥伴關係。此發現有助於政府機關管理者在開發資訊系統中，建立良好的夥伴關係。

The partnership is crucial in government agencies to fulfill regulations in limited resources. Previous studies have focused on the public-private partnership (PPP) in organizations. However, the PPP and public-public partnership (PUP) in the public and information systems (IS) domain are less discussed. Through the concept of social exchange, this study explores the PPP and PUP among agencies and vendors in implementing IS which is regulated by launched rules in government. Based on the findings, this study suggests that IS mission is the foundation which affects social norm, Top-management support, and IS performance which then shape the partnership in government agencies. A good partnership among agencies, i.e. PUP, can promote the partnership between agencies and IS vendors, i.e. PPP. This finding is useful for managers in government agencies to keep good partnership in implementing IS.
