Item type:Item, A FUZZY MULTICRITERIA DECISION-MAKING METHOD FOR TECHNOLOGY-TRANSFER STRATEGY SELECTION IN BIOTECHNOLOGY(1994-04-25) ;CHANG, PL ;CHEN, YC ;管理科學系Department of Management ScienceThis paper discusses the potential application of fuzzy set theory to technology transfer strategy selection in the area of biotechnology management. An algorithm for technology transfer strategy selection is proposed. The algorithm is based on the concepts of fuzzy set theory and the hierarchical structure analysis. The linguistic variables and fuzzy numbers are used to aggregate the decision makers' subjective assessment about criteria weightings and appropriateness of alternative transfer strategies versus selection criteria to obtain the final scores called fuzzy appropriateness indices. We also propose a revised method for ranking fuzzy numbers with index of optimism which was proposed by Kim and Park. Our revised method is based on the stage of data input for computing the total index of optimism in multi-person decision making problem, instead of giving the index of optimism independently by a decision maker on the stage of information output. This new look at the index of optimism reflects the pooled risk-bearing attitude of multi-judge. The index of optimism is determined by the evaluation data conveyed by the decision makers at the beginning of the data input stage. Finally, we use the revised method to rank the fuzzy appropriateness indices for choosing the best technology transfer strategy.Item type:Item, CENTRALIZED EFFECT ON EXPECTED COSTS IN A MULTILOCATION NEWSBOY PROBLEM(1991-03-01) ;CHANG, PL ;LIN, CT ;管理科學系Department of Management ScienceThis is a single-period single-product inventory model with several individual sources of demand. It is a multi-location problem with an opportunity for centralization. The holding and penalty cost functions, at each location, are assumed to be linear and identical. Two types of inventory system are considered in this paper: The decentralized system and the centralized system. The decentralized system is a system in which a separate inventory is kept to satisfy the demand at each source of demand and there is no reinforcement between locations; i.e., the surplus supplied location is not allowed to supply the deficient supplied location. Therefore, the total expected cost of the decentralized system is the sum of the expected cost of individual locations, as the holding cost or penalty cost of each location depends only on its own inventory level and is unrelated to any other location's inventory level. The centralized system is a system in which the surplus location is allowed to supplement the deficient one by transportation. Therefore, the holding cost or penalty cost is calculated by the net surplus or net deficient after the reinforcement. The total expected cost of the centralized system should therefore include the expected holding cost, the expected penalty cost and the expected transportation cost. Let hBAR > 0,pBAR > 0 and tBAR greater-than-or-equal-to 0 be the unit holding cost, the unit penalty cost and the unit transportation cost, respectively. This paper demonstrates that, for any probability distribution of a location's demand, the following two properties are always true: (1) tBAR < hBAR+pBAR if and only if the total expected cost in a decentralized system exceeds those in a centralized system. (2) For all i, j, i not-equal j, p(ij), the coefficient of correlation between the i-th location's demand and the j-th location's demand, is equal to 1, then for any tBAR, the total expected cost in a decentralized system is equal to those in a centralized system.Item type:Item, DATA ENVELOPMENT ANALYSIS IN MEASURING THE EFFICIENCY OF FOREST MANAGEMENT(1993-05-01) ;KAO, C ;CHANG, PL ;HWANG, SN ;管理科學系Department of Management ScienceItem type:Item, ON THE EFFECT OF CENTRALIZATION ON EXPECTED COSTS IN A MULTILOCATION NEWSBOY PROBLEM(1991-11-01) ;CHANG, PL ;LIN, CT ;管理科學系Department of Management ScienceThis paper deals with a single-period, single-product inventory model with several individual sources of demand. It is a multi-location problem with an opportunity for centralization. Two types of inventory system are considered in this paper: the decentralized system and the centralized system. The aim of this paper is to extend Eppen's model by adding the consideration of transportation cost to constitute a new inventory model. With this new inventory model we prove three theorems that include the results of Eppen's model.Item type:Item, OUTAGE COSTS CAUSED BY VARIOUS OUTAGE DEPTHS(1993-09-01) ;HSU, GJY ;CHANG, PL ;CHEN, TY ;交大名義發表管理科學系This paper examines the quantitative relationship between power customers' outage costs and their outage depths. Taiwan's cement industry has been chosen as a study case. Thirteen factories were surveyed and, based on this, the survey data of the factories were subject to analyses of variance and covariance. We conclude that an appropriate priority service rate should be designed to meet the curtailable load covering the cement milling and raw milling stage, which represents 68% of the customers' contracted load. The corresponding outage cost of the cement factory is $1.05/kWh. Areas for further research are also suggested in this paper.Item type:Item, SOME GOOD MULTIPLIERS FOR RANDOM NUMBER GENERATOR FOR 16-BIT MICROCOMPUTERS(1994-02-01) ;CHANG, PL ;HWANG, SN ;KAO, C ;管理科學系Department of Management ScienceIn searching for statistically sound multipliers for the prime modulus multiplicative congruential random number generator for 16-bit microcomputers, an exhaustive analysis is conducted over the 10,912 primitive roots of the modulus 2(15)-19=32,749. The result shows that there are only 227 good multipliers among the 10,912 candidate multipliers. Here a multiplier is said to be good if its corresponding generator has good statistical properties and computational efficiency.Item type:Item, THE FORMATION PROCESS OF TAIWAN IC INDUSTRY - METHOD OF TECHNOLOGY-TRANSFER(1994-04-01) ;CHANG, PL ;SHIH, C ;HSU, CW ;交大名義發表管理科學系This article studies the formation process of Taiwan's integrated circuit (IC) industry, which in 1973 consisted of assembly plants only but has since grown to comprise a complete industry infrastructure, including design, mask, fabrication, and assembly capabilities. Taiwan's IC industry was formed in the following way: IC technology, strategically selected by the government, was introduced from RCA of the USA by the Industrial Technology Research Institute (ITRI) and then transferred to the industrial sector after being assimilated and improved. This article describes the formation process, including the selection of the IC industry as a target industry, the introduction of foreign technology, the assimilation and improvement of the introduced technology, and the transfer of this technology to local industry. Through a process of introducing, developing and disseminating technology, Taiwan's IC industry was established.Item type:Item, THE SYNTHETIC INDEX ALGORITHM - AN IMPROVED CLUSTER-ANALYSIS PROCEDURE FOR MACHINE CELL-FORMATION(1990-09-01) ;WU, SP ;CHANG, PL ;交大名義發表 ;管理科學系National Chiao Tung UniversityItem type:Item, USING DATA ENVELOPMENT ANALYSIS TO MEASURE THE ACHIEVEMENT AND CHANGE OF REGIONAL-DEVELOPMENT IN TAIWAN(1995-01-01) ;CHANG, PL ;HWANG, SN ;CHENG, WY ;管理科學系Department of Management ScienceThe purpose of this paper is to extend the use of the data envelopment analysis (DEA) approach, developed by Charnes, Cooper and Rhodes, and which proposes a mathematical programming model for measuring the relative effectiveness of an organization, which is used in evaluating the relative achievement of regional developments in 23 administrative regions of Taiwan in 1990. At the same time, this paper also extends the model for measuring the relative effectiveness of an organization to become a model for measuring the effectiveness change of an organization by merging it with the Malmquist productivity approach, as expressed by Fare et al. (1985, The Measurement of Efficiency. Boston: Kluwer-Nijhoff), and uses the model to determine whether the relative change of the regional development of the 23 administrative regions in Taiwan moved forwards or backwards between 1983 and 1990. The model in this paper can be used to measure the relative effectiveness and relative effectiveness change of an organization under multiple criteria, wherein each criterion represents a familiar performance ratio. The case in this paper also can provide useful information for the formulation of a regional development plan of Taiwan.Item type:Item, VARIOUS METHODS FOR ESTIMATING POWER OUTAGE COSTS - SOME IMPLICATIONS AND RESULTS IN TAIWAN(1994-01-01) ;HSU, GJY ;CHANG, PL ;CHEN, TY ;管理科學系Department of Management ScienceThis paper first presents various methods for estimating outage costs and a comprehensive review of related literature on the subject. Four types of outage costs are then discussed, and their empirical results for Taiwan are compared. The authors argue that selecting an appropriate method for estimating a specific type of outage cost is extremely important. In addition, the economic implications of each different type of outage cost, as well as its strengths and weaknesses, must be assessed. Finally, some empirical results for Taiwan are presented and further research areas are recommended.
