Item type:Item, A bi-level programming model for allocating private and emergency vehicle flows in seismic disaster areas(2005) ;Feng, CM ;Wen, CC ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementWhen a severe earthquake takes place, the road network system often suffers serious destruction and results in the malfunctioning of lifeline network systems. In particular, impassable roads and streets block transportation in evacuation, rescue and restoration. How to maintain traffic functions to facilitate rescue missions and save more lives turns out to be an essential task during the post-quake period. This paper aims at developing a decision-making tool that can potentially be used in managing the emergency vehicles and controlling the private vehicle flows in earthquake disasters. Methodologically, the problem to be addressed is formulated as a multi-commodity, two-modal network flow problem based on the concept of bi-level programming and network optimization theory. To prove the feasibility, this paper has conducted a numerical case study using a small sample data from the earthquake-raided areas. To solve the model efficiently, the genetic algorithm (GA) been applied to solve the model. A numerical example shows that this study can create an effective way to implement traffic regulation during earthquake disaster.Item type:Item, A bi-level programming model for the land use - network design problem(2003-03-01) ;Lin, JJ ;Feng, CM ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementA sketch map in urban planning roughly lays out a physical plan. However, the process of generating sketches has long been viewed as a "black box". The sketch layout model (SLM) was developed in 1999 to improve the efficiency and quality of layout tasks. This model is a nonlinear and multi-objective programming, for analyzing the integrated layouts of land uses, transport network and public facilities. Although the SLM had been developed for three phases and can be applied to real cases, the method still does not distinguish the types of roads in the transport network. This study develops the SLM-IV, a bi-level programming, by integrating the SLM-III and the combined trip distribution/assignment model, to generate a hierarchical network. This improved model can analyze travel demands, and then decide the link type of the network in SLM. A numerical example with relevant sensitivity analysis is presented to verify the operational feasibility and identify the model's characteristics.Item type:Item, A comparative analysis of the operational performance of Taiwan's major airports(2004-09-01) ;Wang, RT ;Ho, CT ;Feng, CM ;Yang, YK運輸與物流管理系 註:原交通所+運管所The paper evaluates and compares the operational performance of tell major airports in Taiwan. The measure of operational performance is based oil the relationship between four factors: airport, passengers, airline companies, and fire services. To overcome the restrictions of the small sample size, grey relation analysis is used to group the initial evaluation indicators and to select the representative indicators. (C) 2004 Elsevier Ltd. First, a conceptual framework is redeveloped, based on the one created by Fielding et al., to help form evaluation items and performance indicators involving both transport and finance aspects. Second, the total performance is divided into three major kinds of efficiency-production, marketing, execution-according to the cycle of operation activities. Third, to overcome the problems of small sample size and unknown distribution of samples, the grey relation analysis is used to select the representative indicators, and the TOPSIS method is used for the outranking of highway bus. In addition, a case study is conducted using four highway bus companies as example. The empirical result shows that the performance evaluation for highway buses could become more comprehensive if financial ratios are considered.Item type:Item, Highway investment planning model for equity issues(2003-09-01) ;Feng, CM ;Wu, JYJ ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementIn the present study, we revised and expanded the basic model proposed in our previous study to better deal with equity issues in highway investment planning. The issues cover horizontal (intraregional) and vertical (interregional) equity of the accessibility or travel cost for cities as well as the equity of budget allocation among the cities. In this study, more constraints and decision variables were added to the model to handle the exclusive and complementary properties among alternatives. In addition, adjustments for travel cost measures and objective functions are proposed to justify the horizontal and vertical equity. The revised multiobjective model is estimated by fuzzy programming for the highway system in Taiwan. Our results indicate that the model is practical and effective for acquiring reasonable solutions for the goal of efficiency and equity in highway investment planning.Item type:Item, Logistics opportunities in Asia and development in Taiwan(2000-04-01) ;Feng, CM ;Chia, KC ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThe economy in Asia is growing rapidly. As a consequence, transportation and communication technologies and the changing needs of customers and shippers have resulted in Asian and Taiwan's logistics being in transition. This paper discusses why logistics changes, and explores the opportunities for Asian logistics development. The issues of logistics perspectives of private sectors in Taiwan are then raised. Finally, logistics development in Taiwan is described.Item type:Item, Risk assessment for build-operate-transfer projects: a dynamic multi-objective programming approach(2005-06-01) ;Kang, CC ;Feng, CM ;Khan, HA ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study uses a dynamic multi-objective programming approach to establish a risk assessment model, and develops an iterative algorithm for the model solution. The results obtained show that the sum of the interactive utility value could determine whether or not the interactive relationship is characterized by independence among negotiators. In addition, our numerical example shows that the risk measurement model developed can reflect risk assessment made by the negotiation group for certain events, and can analyze interaction characteristics among negotiators. Understanding shifts in activity centers can help in creating development strategies for subway corridors. This study applied the fuzzy inference system to analyze shifts in activity centers along the blue line of the Taipei subway system (hereafter called the Blue Corridor). Empirical findings indicate that the subway line might weaken residential activities while attracting employment and recreation activities to the newly developed city center. Specifically, residential activities moved away from the city center whereas employment and recreation activities expanded from the existed central business district (CBD) to the eastern suburbs of Taipei. Strategic analysis of the Panchiao station area found that if the commercial and industrial floor space increase by over 350 or 500%, Panchiao station area will be identified as "possibly is an employment center," or "definitely is an employment center," respectively.Item type:Item, Survey analysis of supply chain adjustment for Taiwanese information technology firms(2002-10-01) ;Chia, KC ;Feng, CM ;Chang, CJ ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementOwing to the globalization of industry, the explosion in customer services and product life-cycle compression, most manufacturers have been adjusting the processes and activities of their supply chains to remain competitive and optimize total profit. The aim here was to explore the issues surrounding the changes in manufacturing supply chains and the consequential impact on freight transport demand. A questionnaire to survey Taiwanese information technology (IT) firms was designed and conducted to chart in detail the changes in supply chains of manufacturers, the trends in the international division of labour, and the strategic adjustment of manufacturing and logistics strategies. Surveys and interviews led to the conclusions that (1) vertical integration and international division of labour are very conspicuous among Taiwanese IT firms, (2) there are different strategies of supply chain adjustment at various stages of the product life-cycle, (3) with the transformation of the supply chain, manufacturers require faster transport services, i.e. the demand for air transport may increase and the demand for sea transport may decrease, and (4) once the firms decide on foreign investment, the availability of international transport services becomes one of the considerations for factory offshore relocation. However, transport cost is not a major consideration for firms' supply chain adjustments.Item type:Item, The fully economic evluation for transport infrastructure project(2005) ;Feng, CM ;Wang, SM ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementBy combining with the contingent valuation method and the fully economic evaluation approach, a new model for transport project evaluation is constructed. Different from the traditional cost-benefit analysis (CBA), this new model can easily transform the non-market goods into monetary terms and incorporate them onto the evaluation process. In the empirical case of Pinling interchange, two scenarios, with and without traffic regulations, are constructed. The estimation results show that by comparing with the fully economic evaluation approach, the traditional CBA would underestimate the environment effect and cause a biased policy decision. Moreover, since the resident interest groups could gain significant benefits, they incline to form pressure groups to lobby for the regulation release. On the other hand, although the water-use interest group bears the relative high cost at aggregate level, only a slight amount is paid by the individual that explains their indifferent attitude.
