Item type:Item, A Fuzzy Cognitive Map Modeling to Explore the Operation Dynamics of Third-party Logistics Providers(2010) ;Huang, Yu-Kai ;Feng, Cheng-Min ;Yeh, Wen-Chien ;Lin, Lu-Yu運輸與物流管理系 註:原交通所+運管所In Taiwan, e-tailers have formed partnerships with third-party logistics providers (3PLs) and convenience stores so that the service of shopping on-line in an electronic store and picking up goods at a convenience store could be quite common and popular these days. This study observes that the e-tailers have more bargaining power at its disposal comparing to its counterparts, 3PLs, in the sense of partnership. The study applies the methodology of "Fuzzy cognitive maps" to model and explore the operation dynamics for 3PLs. The results show that the improvement on "Relationship with e-tailers" and "Logistics performance" could significantly facilitate 3PLs in expanding the market shares, total profits and somewhat mitigating the problems 3PLs would have encountered.Item type:Item, A hybrid fuzzy integral decision-making model for locating manufacturing centers in China: A case study(2010-01-01) ;Feng, Cheng-Min ;Wu, Pei-Ju ;Chia, Kai-Chieh ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study presents a hybrid fuzzy integral decision-making model that integrates factor analysis, interpretive structural modeling, Markov chain, fuzzy integral and the simple additive weighted method for selecting locations of high-tech manufacturing centers in China. The analytical results of this case study demonstrate the feasibility of the proposed model for solving fuzzy multiple attribute decision-making problems, especially when criteria are interdependent. Further, the empirical study brings out some properties that are crucial for high-tech manufacturing centers to invest in China. (C) 2008 Elsevier B.V. The comparison reveals that there exists a difference in financial flow framework between BOT and non-BOT projects and that the benefit cost ratio (B/C) or self-liquidation ratio (SLR) cannot be used to analyze the financial plan although some earlier studies have used either of them to evaluate the financial feasibility of BOT projects. Moreover, this study construct a new financial investment evaluation model which includes the private construction cost ratio (PCCR), government construction cost ratio (GCCR), royalty, and government finance recovery ratio (GFRR) for analyzing the financial characters of BOT projects. In addition, this paper conducts a case study on the BOT concession of the Container Terminal in Taipei Port to find the solutions of PCCR, GCCR, royalty, and GFRR. Results of the case study show that the new BOT financial model could be used to interpret the financial characters of BOT projects.Item type:Item, A royalty negotiation model for BOT (build-operate-transfer) projects: The operational revenue-based model(2011-11-01) ;Kang, Chao-Chung ;Feng, Cheng-Min ;Kuo, Chiu-Yen ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementWhilst few studies have explored royalty negotiations for build, operate and transfer (BOT) projects, some works have proposed numerous royalty formulas to evaluate royalty amounts or franchise fees for a BOT project. Despite this, the royalty negotiation process is one of the many critical negotiation items of a concession contract. This study not only developed a royalty negotiation model for BOT projects, but also developed the iterative algorithm for the BLP problem for the government and the private sector. In addition, the factors incorporated into the iterative algorithm for the BLP problem include the concession rate, learning rate, and the time value discount rate for both parties. Moreover, this paper conducted a case study of the Taipei Port Container Logistic BOT Project using LINGO and MATLAB programming. The results show that the two parties involved completed royalty negotiation at the sixth negotiation. The objective function value for lower-level programming was 1.062 and the government finance recovery rate for higher-level programming was 11.832. The findings show that the government can receive the royalty, which is calculated by using 0.012% of the operating revenue of this BOT project, from the concessionaire. Therefore, the royalty negotiation model based on the operating revenue developed herein; could be employed to explain the negotiation behavior. (C) 2011 Elsevier Ltd. There were few studies to explore the royalty negotiation about BOT projects; however, the royalty negotiation is one of many critical negotiation items of concession contract. This study not only develops royalty negotiation model for BOT projects, but also develops the heuristic algorithm for the Bi-level programming problem. The factors of concession rate, time value discount, learn rate and number of negotiation are incorporated into this algorithm. In addition, this paper conducted a case study with the Taipei Port Container Logistic BOT Project by the LINGO and MATLAB programming. Results show that two parties finish the royalty negotiation at the 6th negotiation and the profit index of concessionaire is 1.0621; the government finance recovery rate is 11.689. Therefore, the royalty negotiation model herein developed could be applied to explain the negotiation behavior.Item type:Item, A tax savings model for the emerging global manufacturing network(2009-12-01) ;Feng, Cheng-Min ;Wu, Pei-Ju ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThe emerging global manufacturing network involves nodal location features of tax areas and international logistics zones, manufacturing procedures of simple process and deep process, as well as transportation arcs. Since choosing tax savings locations and manufacturing procedures that increase after-tax profit is important to global manufacturers, this study aims to present several tax savings approaches and to develop a tax savings model for maximizing after-tax profit in the emerging network. Numerical illustration demonstrates that the proposed model is an effective approach for global manufacturers to achieve tax savings. The proposed model elucidates the crucial logistics behavior associated with tax savings. (C) 2009 Elsevier B.V. The model accounts for non-storable service features, undesirable outputs, and transport policy factors. The Taipei bus transit system is presented as an empirical case to measure the performance of bus transits with and without consideration of carbon dioxide (CO2) emissions and the transfer of riders. The results show that CO2 emissions and the transfer of riders are important factors for a performance evaluation model. Failure to include these results in an incomplete evaluation. Rather than focusing solely on marketable outputs, government agencies and managers must consider undesirable outputs or transport policy factors that relate to bus transits when measuring the efficiency and effectiveness of bus transits.Item type:Item, An Empirical Study of Choosing the Core Industries of Free Trade Zones(2010) ;Feng, Cheng-Min ;Hsieh, Hui-Chuan ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementFacing a competitive environment, FTZs around the world are no longer limiting themselves to trasitional port activities. Instead, such FTZs are reconsidering value-chain process to enhance FTZ competitiveness. The purpose of this study is to determine the selection of appropriate industries to move into the FTZs for promoting the competitiveness of FTZs. Through analyzing the added values for transshipment operations and the forward and backward linkage with domestic industries, the empirical study shows that "products of the chemicals" and "machinery and electronic components" are selected as the core industries in Taiwan's FTZs.Item type:Item, Assessing the Risks of Airport Airside through the Fuzzy Logic-Based Failure Modes, Effect, and Criticality Analysis(2013) ;Feng, Cheng-Min ;Chung, Chi-Chun ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementTo identify risk items, measure risk value objectively, and establish risk assessment matrix of airports is the major task of airport safety. This paper first extracts 14 risk items of airports from the International Civil Aviation Organization (ICAO) aviation accidents database and then applies Failure Modes, Effect and Criticality Analysis (FMECA) to define the decision factors of probability, severity and detectability of airport risks. This paper also designs a questionnaire and applies fuzzy logic to discover the importance of decision factors, to find out the threshold value of Risk Assessment Matrix, and to prioritize the airport risks. This paper uses Taiwan Taoyuan International Airport as a case study to demonstrate the modeling process and analyze the results.Item type:Item, Brand relationship between global airline alliances and their member airlines(2016-08) ;Chung, Yi-Shih ;Feng, Cheng-Min ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementBrands and branding are crucial to global airline alliances in establishing competitive superiority. Although most previous studies have focused on the operational and strategic advantages of alliances, this study investigates the brand relationship between global airline alliances and their member airlines. The equity effect of alliance and member brands on passenger purchasing is also examined. A conceptual model is proposed in which member airlines dominating local markets are assumed to directly influence alliance brands, whereas brands that are unfamiliar to passengers are assumed to influence passenger brand attitude toward an alliance through a halo construct. A stratified sampling survey was conducted at Taiwan Taoyuan International Airport to collect empirical data for evaluating the proposed model. Overall, 450 respondents were included: 137 from EVA Air (Star Alliance), 138 from China Airlines (SkyTeam), and 175 from Cathay Pacific (Oneworld). Through structural equation modeling, this study showed that passengers had dissimilar perceptions about member airlines in an alliance, implying that the global airline alliance brand has not been completely integrated with its member brands. The alliance and airline brands were mutually endorsed; however, their effects on passenger purchasing were unequal. Although enhancing passenger perceived equity of individual airlines considerably changed the purchasing of airline and alliance products, improving passenger brand attitude toward an alliance substantially affected the purchasing of alliance products but not airline products. In addition, passenger purchasing behaviors among the three global airline alliances were dissimilar. Finally, according to the results, managerial implications for alliances and airlines are provided. (C) 2016 Elsevier Ltd. We present a case of a 54-year-old man with right lower quadrant abdominal pain that persisted for longer than 1 year. He had been diagnosed with inflammatory bowel disease in Indonesia. His abdominal pain persisted, despite therapy, and he visited Malaysia for transnational medical advice. Abdominal ultrasound showed fatty liver, gallbladder polyps, and a small left renal stone. Colonoscopy showed multiple ulcers in the cecum and a histopathological examination confirmed amebic infection of the cecum. The colonic ulcers subsided after anti-amebic treatment. This case highlights the need to consider the differential diagnosis of amebic colitis in patients presenting with manifestations of inflammatory bowel disease, especially in patients who live in or have traveled to endemic areas.Item type:Item, Comparison of royalty methods for build-operate-transfer projects from a negotiation perspective(2012-07-01) ;Kang, Chao-Chung ;Feng, Cheng-Min ;Kuo, Chiu-Yen ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study constructs a royalty negotiation model for the bi-level programming (BLP) problem and develops a heuristic algorithm for solving the BLP problem. Concession rate, learning effect, and the time value discount rate are integrated into the proposed algorithm to reflect an authentic negotiation process. A case study is employed to simulate the negotiation behavior of two parties and alternative royalty strategies are discussed. Analytical results indicate that the two parties acquire the best negotiation result during the fifth negotiation. The operational revenue-based royalty model is more preferred by governments, while concessionaires favor more the operational output-based royalty model. (C) 2012 Elsevier B.V. Resource allocation policies help planners decide when and how to invest transportation infrastructure and services. However, policies for improving transport diversity are difficult to design, implement, and quantify because of the uncertainty, feedback interaction, and complexity of system relationships. This study proposes a hybrid model integrating system dynamics, cognitive maps, and a sensitivity model to tackle the problems. The model application is illustrated through an empirical study to enhance the managerial implications in the Taipei metropolitan area.Item type:Item, Effects of price promotions on potential consumers of high-speed rail(2013-12-01) ;Kuo, Yi-Wen ;Hsieh, Cheng-Hsien ;Feng, Cheng-Min ;Yeh, Wen-Ya運輸與物流管理系 註:原交通所+運管所Effects of price promotions for high-speed rail (HSR) on the choice behaviours of potential consumers are analysed for public transit marketing purposes. A questionnaire survey, with 300 valid samples collected from private vehicle drivers with long-distance trips through freeways, is conducted. Factor analysis is employed to determine the constructs of service quality, while a discrete choice model considering individual heterogeneity, namely a mixed logit model, with stated preference is utilised to explore the diversion of passengers from private vehicle drivers due to price promotions. Analytical results reveal that service qualities, socio-economic characteristics and price promotions significantly affect choice behaviours. Finally, some strategies are developed from these analytical results to help a HSR operator increase its market share.Item type:Item, Efficiency evaluation of bus transit firms with and without consideration of environmental air-pollution emissions(2017-01) ;Kang, Chao-Chung ;Khan, Haider A. ;Feng, Cheng-Min ;Wu, Chin-Chia運輸與物流管理系 註:原交通所+運管所This study examines the technical efficiency and environmental efficiency of bus transit firms using the slack-based measures (SBM) and non-separable slack-based measures (NSSBM) models with and without considerations of desirable and undesirable outputs. A case study based on data from 12 bus transit firms for the years 2007 to 2011 was conducted. Empirical results show that technical efficiency was affected by environmental pollution constraints from 2007 to 2011. The study has more general theoretical implications for the externalities literature as well. (C) 2016 Elsevier Ltd. The condition of these patients improved as a result of good compliance with medical treatment, including lifestyle adjustment and regular medication. Under the influence of the marketization of healthcare, transnational medical patients in the social structure, based on their economic ability and socioeconomic status, may be expected to experience health inequalities. People with unhealthy medical distribution and weak socioeconomic status are easily prone to diseases due to environmental and social conditions; it is easier for such patients to delay or give up their medical treatment. After continuous tracking and increasing patient exposure to medical knowledge and self-care management opportunities, increasing awareness, screening, care, and treatment, the transmission of hepatitis B can be reduced to enable them to gain upward mobility by their capacities and thus improve their health. Social mobility is deemed the main approach to reduce social inequality. There have been limited medical clinical observations and tracking confirming this theory. This paper, which uses medical observation, confirmed that social mobility is considered as the principal key to reducing inequalities in health.Item type:Item, Implications of Transport Diversity for Quality of Life(2009-03-01) ;Feng, Cheng-Min ;Hsieh, Cheng-Hsien ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementDifferent transport stakeholders have different needs for transport infrastructure and services. Meeting the needs of stakeholders implies a tradeoff of benefits and costs between supply and demand and creates issues of transport diversity. However, the literature has largely ignored these issues. This study aims to provide a framework evaluating transport diversity to promote quality of life. Transport diversity is defined as the satisfied level of stakeholder needs in this study and measured as the gap between the expected goal and present values of stakeholder needs in the form of the Shannon-Weaver index. Transport diversity can assess whether the level to which important needs are satisfied equitably, and monitor whether the transportation system is moving toward sustainability via confirming the targets and the basic level of quality of life. This study hopes that the conceptual framework developed can assist decision makers in understanding the relationship between transport diversity and sustainability, and provide a new assessment method for improvements in quality of life.Item type:Item, Integrated cost-benefit analysis with environmental factors for a transportation project: case of Pinglin interchange in Taiwan(2007-09-01) ;Feng, Cheng-Min ;Wang, Shu-Mei ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThe concern over sustainable development gives rise to the importance of the environmental factors in evaluating an environment-sensitive project. In this regard, the widely adopted exercise which involves the environmental impact assessment (EIA) and the traditional cost-benefit analysis (CBA) in a sequential way may be flawed with a failure to calculate the resultant economic and environmental impacts in the same setting and at the same time. It is mainly because the EIA is qualitative in nature and hence the environmental impacts are hard and difficult to translate into monetary terms. In contrast, by monetizing the environmental impacts, the study shows that it is feasible to integrate the CBA with the environmental factors on an equal basis. The empirical base of the paper draws on the case of the Pinglin Interchange in Taiwan. In particular, the empirical results show that an integrated CBA may produce an entirely different conclusion from the one resulting from the common traditional EIA and CBA exercises. This is because the EIA focuses mainly on the quantity of pollution, but the latter depends on the socioeconomic context.Item type:Item, Invasive pyogenic infection and infective endocarditis due to Streptococcus anginosus A case report(2019-11-01) ;Cheng, Chiao-Wen ;Feng, Cheng-Min ;Chua, Chian Sem ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementRationale: Streptococcus anginosus mostly colonizes the digestive and genitourinary system, including the oropharyngeal region. It commonly causes invasive pyogenic infection, but less likely causes infective endocarditis (IE). Patient concerns: An 18-year-old woman who had an underlying mitral valve prolapse without mitral regurgitation presented to our hospital with low-grade fever, left leg weakness, and left abdominal pain. She was diagnosed with brain infarction and microabscess as well as IE. The patient totally recovered after the 6-week course of intravenous antibiotics. Diagnosis: Brain magnetic resonance imaging revealed brain infarction and microabscess. Abdominal computed tomography revealed splenic and left renal infarction. Three sets of blood culture were positive for S anginosus. Transthoracic echocardiogram identified mitral valve prolapse with moderate eccentric mitral valve regurgitation, and a 0.3 x 0.6-cm vegetation was found on the left mitral valve. All of these results meet the modified Duke criteria. Interventions: The abdominal pain and left leg weakness were improving after 2 weeks of intravenous antibiotics treatment. No neurological sequelae were noted after completing the 6-week course of medical treatment. Outcomes: The patient was successfully treated and discharged after completing the 6-week intravenous antibiotics treatment. Lessons: IE should be considered in young patients with native valve disease who have prolonged fever. Though S anginosus commonly causes invasive pyogenic infection, patients with native valve disease should be checked for IE.Item type:Item, Locating rental stations and bikeways in a public bike system(2018-01-01) ;Lin, Jen-Jia ;Lin, Chun-Tien ;Feng, Cheng-Min ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementTo determine the spatial distribution of rental stations and bikeways in a public bike system, this paper proposes a facility location and network design model. The model is developed as a multi-objective programing problem that considers four objectives (minimizing cyclist risk, maximizing cyclist comfort, minimizing adverse impacts on traffic and maximizing service coverage) and multiple constraints (monetary budget, network connectivity, station spacing, bikeway types, station number and value ranges of decision variables). The epsilon-constraint method solves the programing problem for the public bike system in Daan District, Taipei City, Taiwan. The nine non-dominated alternatives generated are all markedly better than existing locations of rental stations and bikeways. Scenario analysis results indicate that increasing the construction budget for bikeways significantly improves cyclist safety and comfort whilst increasing the adverse impact on traffic. Planners can use this model to develop public bike systems that spatially integrate rental stations and bikeway networks.
