Item type:Item, A study of alternative broadcasting technologies for the extension of DTV coverage in Taiwan(2000-12-01) ;Yu, HC ;Tarng, JH ;Hang, HM ;Lee, ZY電子工程學系及電子研究所In Taiwan. there are six major NTSC terrestrial broadcasting stations and 129 relay stations, which cover about 98% of Taiwan's population. This paper addresses the planning of DTV broadcasting in Taiwan. DTV signals will be broadcast from the same six major transmitting sites and are expected to provide similar coverage. To extend DTV coverage beyond the major transmitting sites, only the existing 9 NTSC relay stations with over 100W transmitting power would relay DTV signals. Residences living beyond the above coverage areas could rely on CATV or DTH to receive terrestrial DTV programs.Item type:Item, An analysis and comparison of different types of electronic payment systems(2001) ;Lee, ZY ;Yu, HC ;Kuo, PJ ;科技管理研究所Institute of Management of TechnologyTwo parties that conduct a business transaction through the Internet do not see each other face-to-face; nor do they exchange any document or currency hand-to-hand. When electronic money is transferred from a buyer to a seller over telecommunications networks, accuracy and security is critical. This paper explores the advantages and limitations of four types of electronic payment systems: namely, the online credit card payment system, the electronic-cash payment system, the electronic-check payment system, and the smart-card-based electronic-cash payment system. Each payment system was assessed from four perspectives: the technological aspect, the economic aspect, the social aspect, and the regulatory aspect. The requirements of merchants and consumers, the appropriate business environments for each of them to function, and the potential for future expandability were analyzed. The findings of this research could be useful for companies who are planning to adopt or to devote R & D into an electronic payment system.Item type:Item, Fuzzy MCDM approach for IC company's strategy in the semiconductor industry(2001) ;Lee, ZY ;Tzeng, GH ;Yu, HC ;科技管理研究所Institute of Management of TechnologyIn this paper the impacts of Global Competition on the IC corporate strategies for the semiconductor industries are studied. This research seeks to blend strategic competition with global development by addressing challenges for deterministic attitudes. It also examines critical environmental factors, technological systems and governmental policy on IC companies in the changes of the semiconductor industries. The need for a new strategy paradigm for IC companies, which comes out of new trends of the global competition, are also examined. The impacts of IC corporate strategy for the semiconductor industry are discussed and a hierarchical fuzzy multicritiria decision-making (Fuzzy MCDM) method for evaluating the propagating IC companies' strategies is proposed. Finally, an example is provided in order to show the practicability and usefulness of this method. From the results of practical applications in evaluating the IC corporate strategies, the proposed method is appropriate and appears to be ideal for a fuzzy environment.Item type:Item, Revising Taiwan's frequency usage fee regulation(2004-10-01) ;Yu, HC ;Lee, ZY ;Lee, HY ;科技管理研究所Institute of Management of TechnologyRadio frequency usage fees were first charged in Taiwan in 1997. Since then, spectrum-efficient radio technologies have been making rapid progress, and many new innovative wireless services are demanding allocation of spectrum bandwidth. Therefore, frequency usage fees need to be revised in order to better meet society's needs, and to improve the efficiency and effectiveness of radio spectrum utilization. This research studied the characteristics of frequency usage fee structures of some selected countries, including the UK, Canada, Australia, Korea, Singapore, France, and Israel. A survey of local frequency users concerning their complaints and expectations was also conducted. With future frequency needs in mind, a revision of Taiwan's frequency usage fee system was recommended. The Taiwan Directory General of Telecommunications has fully adopted this revision and made it effective starting 2001. (C) 2004 Elsevier Ltd. Evaluation criteria should include satisfying multi-goals. The top-level goals are set to satisfy requirements of the government, consumers, and need for competence of the operators. Under each of these three first-tier goals, four second-tier evaluation criteria may be used to assess to what extent the first-tier goals are satisfied. Scholars and experts in the Taiwan telecommunications arena were surveyed to determine their preferences between pairs of evaluation criteria. Additionally, they were asked to estimate the utility scores of each criteria achieved by alternative licensing policies. Fuzzy multi-criteria decision making (MCDM) methodology was then used to evaluate four 3G licensing policies in Taiwan, including: auction, beauty contest, tender, and beauty contest with fixed license fee. The survey results revealed the views and preferences of experts with different backgrounds. The methodology and experience presented in this study could serve as a reference for telecom regulators in constructing their 3G licensing policies. © 2004 Elsevier B.V. All rights reserved.
