Item type:Item, Compromise solution by MCDM methods: A comparative analysis of VIKOR and TOPSIS(2004-07-16) ;Opricovic, S ;Tzeng, GH ;科技管理研究所Institute of Management of TechnologyThe multiple criteria decision making (MCDM) methods VIKOR and TOPSIS are based on an aggregating function representing "closeness to the ideal", which originated in the compromise programming method. In VIKOR linear normalization and in TOPSIS vector normalization is used to eliminate the units of criterion functions. The VIKOR method of compromise ranking determines a compromise solution, providing a maximum "group utility" for the "majority" and a minimum of an individual regret for the "opponent". The TOPSIS method determines a solution with the shortest distance to the ideal solution and the greatest distance from the negative-ideal solution, but it does not consider the relative importance of these distances. A comparative analysis of these two methods is illustrated with a numerical example, showing their similarity and some differences. (C) 2003 Elsevier B.V. Several types of fuels are considered as alternative-fuel modes, i.e., electricity, fuel cell (hydrogen), and methanol. Electric vehicles may be considered the alternative-fuel vehicles with the lowest air pollution. Hybrid electric vehicles provide an alternate mode, at least for the period of improving the technology of electric vehicles. A hybrid electric vehicle is defined as a vehicle with the conventional internal combustion engine and an electric motor as its major sources of power. Experts from different decision-making groups performed the multiple attribute evaluation of alternative vehicles. AHP is applied to determine the relative weights of evaluation criteria. TOPSIS and VIKOR are compared and applied to determine the best compromise alternative fuel mode. The result shows that the hybrid electric bus is the most suitable substitute bus for Taiwan urban areas in the short and median term. But, if the cruising distance of the electric bus extends to an acceptable range, the pure electric bus could be the best alternative. (c) 2004 Elsevier Ltd. In the first stage of multicriteria analysis, a multi-attribute evaluation model for determining public preferences is formulated. The environmental indices are defined for a comparison of environmental quality in different metropolitan districts. The public preferences of the environmental quality in Taipei are obtained using the weighted average rating method. The results indicate air quality and noise pollution as main public concern. In the second stage of multicriteria analysis, strategies are proposed to improve the air quality, and criteria are established. The experts evaluated all alternative strategies according to the criteria. The alternatives are ranked applying the compromise ranking method. The developed multicriteria decision-making procedure consists of generating alternatives, establishing criteria, assessment of criteria weights, and application of the compromise ranking method (VIKOR). The alternatives are the scenarios of sustainable hazard effects mitigation, generated in the form of comprehensive reconstruction plans, including the redevelopment of urban areas and infrastructures, multipurpose land use, and restrictions on building in hazardous areas. The plans have to be evaluated according to the criteria representing public safety, sustainability, social environment, natural environment, economy, culture, and politics. The multicriteria model can treat all relevant conflicting effects and impacts in their representative units. The evaluation of alternatives is implicated with imprecision (or uncertainty) of established criteria, and the fuzzy multicriteria model is developed to deal with "qualitative" (unquantifiable or linguistic) or incomplete information. The application of this model is illustrated with the post-earthquake reconstruction problem in Central Taiwan, including the restoration concerning the safe and serviceable operation of "lifeline" systems, such as electricity, water and transportation networks, immediately after a severe earthquake.
