Item type:Item, Application of hierarchy multistage multiobjective approach to network design: Case of express road(1995) ;TZENG, GH ;TSAUR, SH ;CHEN, JJ ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementItem type:Item, APPLICATION OF MULTICRITERIA DECISION-MAKING TO THE EVALUATION OF NEW ENERGY SYSTEM-DEVELOPMENT IN TAIWAN(1992-10-01) ;TZENG, GH ;SHIAU, TA ;LIN, CY ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThe energy crisis in the 1970s and the recent rise in environmental protectionism have heightened interest in the introduction of new energy systems and the development of techniques to ensure the stability of the energy supply in Taiwan, where more than 90% of the supply is imported. In this study, a multicriteria evaluation method is employed to evaluate comprehensively the alternatives for new energy-system development. Energy technology, environmental impacts, sociology and economic factors were evaluated and development directions and strategy for future energy systems in Taiwan are proposed.Item type:Item, ENERGY PLANNING AND ENVIRONMENTAL-QUALITY MANAGEMENT - A DECISION SUPPORT SYSTEM APPROACH(1992-10-01) ;LIU, BC ;TZENG, GH ;HSIEH, CT ;交大名義發表National Chiao Tung UniversityThis paper describes a computer-based decision support system (DSS) for evaluating quality, of life (QOL) improvement in general, and technological and environmental impacts of energy planning and consumption in particular. Based primarily on information obtained from the Environmental Protection Administration and the Energy Committee, Ministry of Economic Affairs of ROC, the variations in economic growth and overall life quality changes in Taiwan may be quantitatively assessed and performance indexes for various socioeconomic, political, environmental, energy and technological aspects constructed using historical and extrapolated time series data. The interdependent relationships and cross-impacts among energy planning, patterns of energy production and consumption, and 'trade-off' decisions in environmental quality management may be objectively tested and analysed. This approach is designed to support and enhance strategical decision-makers in a more organized and efficient manner for semi-structured tasks and/or problem solving, assisted by a micro- or personal computer.Item type:Item, MULTICRITERIA EVALUATION FOR STRATEGIES OF IMPROVING AND CONTROLLING AIR-QUALITY IN THE SUPER CITY - A CASE-STUDY OF TAIPEI CITY(1994-03-01) ;TENG, JY ;TZENG, GH ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThe deterioration of air quality in big cities is closely related to transportation. Thus, the application of transportation means to improving and controlling the air quality of metropolitan areas is a correct and functioning method. Among several feasible improvement policies, transportation system management (TSM) is a kind of low-cost method which can be expected to show effects in a short-term period. It would necessitate a great deal of manpower, effort and time if each one of these methods were to be measured precisely and objectively. As a result, the utilization of an expert evaluation model to extract professional knowledge from various fields so as to locate views of consensus would result in a successful decision-making method under circumstances where information is incomplete. This paper puts forward three phases of a multicriteria evaluation model which will, at the onset, perform consensus elimination under key criteria so as to find out non-dominated strategies; next, every expert uses the ELECTRE III model to rank non-dominated strategies under multiple criteria; the consensus ranking method proposed by Cook and Seiford (1978) is then employed for uncovering the ranking of minimal recognition differences from all experts. This paper takes Taipei city as an illustration to elaborate the intended method.Item type:Item, MULTIOBJECTIVE DECISION-MAKING APPROACH TO ENERGY SUPPLY MIX DECISIONS IN TAIWAN(1994-07-01) ;TZENG, GH ;SHIAU, TA ;TENG, JY ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis article proposes an integrated multiobjective decision-making (MODM) model to deal with energy supply mix problems in Taiwan based on its characteristics. The analytical framework integrates multiobjective programming (MOP), multicriteria decision making (MCDM), and group decision making (GDM) methods and considers decision dependencies existing in the time horizon. The integrated model has the advantages of flexibility, reasonableness, and robustness. The analyzed outputs, including alternatives, the preferred solution, and the best compromise solution, are provided as a basis for decision making.Item type:Item, MULTIOBJECTIVE DECISION-MAKING FOR TRAFFIC ASSIGNMENT(1993-05-01) ;TZENG, GH ;CHEN, CH ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementIn traditional traffic-assignment problems, only a single objective is considered. Although people's living quality improves and transportation needs increase, the environmental quality is destroyed with rapid economic and traffic growth. The concept of traffic assignment, an important procedure for transportation planning, should take all needs into consideration. Based on the viewpoints of all constituencies, this paper attempts to determine optimal flow patterns using three objectives-total travel time for road users, air pollution for nonusers (such as community residents), and travel distance for government-to formulate an effective multiobjective model for traffic assignment. By using multiobjective decision making and nonlinear programming techniques, a series of noninferior solutions is generated. By combining an eigenvector weighting method with pairwise comparison, we obtain a compromise solution for the flow pattern. An application case for the Taipei network system is also presented and discussed. The results show that if other nontraffic related factors are taken into account, the multiobjective traffic-assignment approach is more reasonable and suitable than conventional approaches.Item type:Item, MULTIPLE OBJECTIVE PROGRAMMING FOR BUS OPERATION - A CASE-STUDY FOR TAIPEI CITY(1988-06-01) ;TZENG, GH ;SHIAU, TA ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementItem type:Item, ROBUST CONTINGENCY PLANS FOR TRANSPORTATION INVESTMENT PLANNING(1993-01-01) ;KARTAM, N ;TZENG, GH ;TENG, JY ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementA multistage decision process for transportation investment planning is described. Most transportation investment problems inherently involve multiple criteria and uncertainty. To deal with the variations arising from changes in external environments, robust contingency plans should be integrated in the planning process-not after plans are developed-to account for uncertainty. With the proposed decision process, a multiple criteria decision making (MCDM) method is first used to select a set of good potential designs (or potential solutions). Corresponding optimal contingency plans for each design under uncertainty are then prepared. Robustness considerations are used in making the final selection among contingency plans. To demonstrate the proposed decision making process, a scenario approach is applied to develop a multistage decision making process for transportation investment planning problems. Finally, an example of regional transportation investment is presented to illustrate the method.Item type:Item, THE INFLUENCE OF MODAL CHOICE ON ENERGY-CONSERVATION STRATEGIES IN TRANSPORT - APPLICATION OF A LOGIT MODEL(1991-10-01) ;TZENG, GH ;CHEN, JJ ;LAN, CJ ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis paper emphasizes the evaluation of energy conservation strategies that are considered to be sensitive to modal choice by employing a disaggregate logit model. Five hundred households in Taipei city were selected and interviewed on weekdays between 26 December 1986 and 15 January 1987 by using a stratified random sampling process. By computing elasticities of the logit model, three kinds of energy conservation strategies - taxi-fares, exclusive bus lanes and gasoline price - were selected for sensitivity analysis. The results show that a passenger's modal choice and energy consumption in transport are not affected greatly by the three selected energy conservation strategies in the short term. Therefore it is recommended that other strategies are used, such as reducing trip generation, shortening trip length, improving fuel efficiency and increasing vehicle occupancy to reduce energy consumption in transport.
