Item type:Item, Age and contributing factors to unlicensed teen motorcycling(2009-01-01) ;Yeh, Tsu-Hurng ;Chang, Hsin-Li ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study aims to examine the initial age when teenagers engage in unlicensed motorcycling in Taiwan and the factors contributing to their unlicensed behavior. Data were collected from the retrospective experience of a cohort of senior high school students and a Cox regression model was applied. The results indicated that an estimated 63.4% of the students had experienced riding before the legal age of 18 years. Contributing factors such as whether the students were in a vocational senior high school, male, and in households with higher motorcycle ownership rates led to an earlier riding age; in contrast, a higher degree of parental monitoring, fewer motorcycles in the household, living in Greater Taipei, and an increase in the bus density in the district delayed the ages of beginning motorcycling. The higher minimum licensing age of 18 in Taiwan has caused a debate about its effectiveness because of the high prevalence of unlicensed teenage riding. Measures such as parental monitoring, power- or speed-limited mopeds, training programs, and no duo-passengers Should be carefully examined if it policy is to be made oil lowering the age limit of motorcycling. A conceptual framework about the required actions and motions in bus-taking was established and a questionnaire with 18 items was designed to test their ability to use buses. A face-to-face survey was conducted to collect self-rated information from 304 elderly bus passengers in Taipei. The Rasch model was applied to estimate the difficulty of each item and the ability of each person to use a bus. Results showed the relatively difficult items primarily involved keeping balance on the moving bus, reading the posted information at the station, and recognizing the buses approaching the stations; the levels of physical ability were negatively associated with the respondent's age. Suggestions are made based on improving the facilities or services to help the elderly passengers achieve the necessary actions or motions for using the bus service. The service attributes influencing service quality were first determined via the critical incident technique (CIT), following which a questionnaire was designed for data collection. Relative to an identified distribution (Ridit) values were applied to conduct the importance-performance analysis (IPA) rather than the mean values of raw ordinal scores. Our results indicate that potential kiosk users expect their check-in environment to be highly controlled. Airlines may mitigate frequent flyers' resistance to kiosks by providing additional benefitsItem type:Item, Driving behaviors and accident risk under lifetime license revocation(2011-07-01) ;Chang, Hsin-Li ;Woo, T. Hugh ;Tseng, Chien-Ming ;Tseng, I-Yen運輸與物流管理系 註:原交通所+運管所This study explored the driving behaviors and crash risk of 768 drivers who were under administrative lifetime driver's license revocation (ALLR). It was found that most of the ALLR offenders (83.2%) were still driving and only a few (16.8%) of them gave up driving completely. Of the offenders still driving, 67.6% experienced encountering a police roadside check, but were not detained or ticketed by the police. Within this group, 50.6% continued driving while encountering a police check, 18.0% of them made an immediate U-turn and 9.5% of them parked and exited their car. As to crash risk, 15.2% of the ALLR offenders had at least one crash experience after the ALLR had been imposed. The results of the logistic regression models showed that the offenders' crash risk while under the ALLR was significantly correlated with their personal characteristics (personal income), penalty status (incarceration, civil compensation and the time elapsed since license revocation), annual distance driven, and needs for driving (working, commuting and driving kids). Low-income offenders were more inclined to have a crash while driving under the ALLR. Offenders penalized by being incarcerated or by paying a high civil compensation drove more carefully and were less of a crash risk under the ALLR. The results also showed there were no differences in crash risk under the ALLR between hit-and-run offences and drunk driving offences or for offenders with a professional license or an ordinary license. Generally, ALLR offenders drove somewhat more carefully and were less of a crash risk (4.3 crashes per million km driven) than legal licensed drivers (23.1 crashes per million km driven). Moreover, they seemed to drive more carefully than drivers who were under short-term license suspension/revocation which previous studies have found. (C) 2011 Elsevier Ltd. The data collected from the Taiwan Railway Administration for the period 1996-2006 was used to compute accident rates for varied accumulated driving hours for passenger and freight trains. The results showed that accident risk grew with increased consecutive driving hours for both passenger and freight trains, and doubled that of the first hour after four consecutive hours of driving. Additional accident risk was found for freight trains during the first hour due to required shunting in the marshalling yards where there are complex track layouts and semiautomatic traffic controls. Also, accident risk for train driving increased more quickly over consecutive driving hours than for automobile driving, and accumulated fatigue caused by high working pressure and monotony of the working environment are considered to be the part of the reason. To prevent human errors accidents, enhancing safety equipment, driver training programs, and establishing a sound auditing system are suggested and discussed. (C) 2008 Elsevier Ltd. The specific heterogeneity of censored observations that failed to demonstrate actual ownership status in the registration system was corrected by employing a split-population duration model with a Weibull hazard function. The results indicated that around 11% of all observations would never experience an eventual registration termination and that the hazard rates of terminating motorcycle ownership grew at a slightly increasing rate as the holding time increased. Ways of enhancing the accuracy of the motorcycle registration system and accelerating the elimination mechanisms for old motorcycles should be carefully examined. (c) 2006 Elsevier Ltd. Design/methodology/approach - The Rasch model was applied to convert the ordinal raw data collected from questionnaire surveys into values on an interval scale to measure companies\' abilities and item difficulties for AEO validation. The model was estimated using WINSTEP, which is an iterative computer program. Findings - The study results show that self-risk assessment and the formulation of security policies are the most difficult items to accomplish for AEO validation, whereas establishing security facilities is the easiest task to accomplish. Additionally, a company\'s ability to obtain AEO validation was found to be positively correlated with a company\'s turnover volume and its number of staff. Research limitations/implications - This research focusses on supply chain-related companies in Taiwan. Thus, the findings may not be transferable directly to other companies, circumstances, or countries. Practical implications - Using the Rasch analysis, both company\'s abilities and item difficulties could be measured numerically and compared meaningfully. The study results could be used as references for the government to create polices to guide companies to meet the requirements of AEO validation in the future. Social implications - According to the study results, only 43.28 percent of the respondent companies have sufficient confidence to completely comply with all 26 security items for AEO validation; this implies that AEO validation criteria should be adjusted or some programs should be provided by the government to improve companies\' abilities for AEO validation, if the government genuinely wants to effectively encourage companies to obtain AEO certification. Originality/value - This study introduced a method to estimate items\' difficulties and companies\' abilities for AEO validation with values on a consistent interval scale. Thus, a comparison between companies\' abilities and items\' difficulties could be graphically illustrated. The results of this study provide a useful tool to investigate whether the AEO validation criteria are appropriate for the potential companies that can apply for AEO validation.Item type:Item, Exploring recreational cyclists' environmental preferences and satisfaction: experimental study in Hsinchu technopolis(2009-03-01) ;Chang, Hsin-Li ;Chang, Hsin-Wen ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study investigates two groups of recreational cyclists' environmental preferences for, and satisfaction with, existing cycling facilities in a technopolis. An in-depth examination of between-group differences in demand for recreational cycling was carried out on the basis of personal characteristics, cycling experiences, and cycling resources. An omnibus test was conducted to examine whether there were any differences between the two groups of workers in terms of their environmental preferences for cycling facilities. Additional analyses were conducted to examine the importance that the cyclists placed on environmental factors, as well as their levels of satisfaction. Significant between-group differences were found regarding the environmental preferences and significant within-group differences were also found regarding the importance ratings of the environmental components, as well as their ratings of satisfaction with those components. The results provide valuable information for evaluating the efficiency of governmental-resource allocations and, by extension, providing guidelines for an appropriate cycling policy when constructing recreational cycling facilities.Item type:Item, Exploring senior officials' policy beliefs regarding sustainable transportation(2009-06-01) ;Chang, Hsin-Li ;Chen, Pin-Chuan ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study examines the policy beliefs of officials involved in developing and implementing Sustainable transportation policies. It is found that officials tend to have stronger beliefs in the success of policies that impact less on personal freedoms of the public, and in particular, in policies that attract public support than force options upon them. It Was also found that policy beliefs are positively related to officials' seniority. (C) 2009 Elsevier Ltd. Vehicle dependence, arising from economic considerations, psychological preference, and habitual behavior, is formulated here as a subjective latent construct that acts in a person's mode choice. The Rasch model is reviewed, and suggested as an instrument to measure such a latent construct. An empirical analysis of motorcycle dependence was performed using self-rated information about eight items from 321 motorcyclists in Taipei. The empirical results showed that motorcyclists in Taipei depend on their motorcycles to achieve unaccompanied, short-distance, multistop trips; motorcyclists under the age of 25 who were inferior in economic terms and did not use an automobile showed relatively higher measures of motorcycle dependence. This paper conceptualizes vehicle dependence in terms of both its socioeconomic and its psychological nature. The results of exploring vehicle dependence should benefit researchers in modifying their formulations of mode choice, and policy makers in enacting more effective policies. (c) 2007 Elsevier Ltd. The life-table method was applied to estimate the probability of unlicensed motorcycling at different age intervals below the minimum licensing age. The results indicated that an increase in the prevalence of unlicensed teenage motorcycling began at 10 years of age and peaked in the ages between 16 and 17 years. Only 38% of students had no motorcycle riding experience when they reached the minimum licensing age of 18 years. Gender and parental attitude were the factors that had a significant influence on the initial motorcycling age. In addition, we observed a significant difference between licensed and unlicensed students in the following areas: parental attitude, proportion of students using borrowed motorcycles, and riding and accident frequency. The results reveal a number of important implications, such as the promotion of alternative modes of transport, increased parental monitoring, and penalty enhancement, that may help to suppress the tendency of teenagers' unlicensed motorcycling. Hugh ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThe purpose of the present study was to verify the motivational factors underlying the theory of planned behavior (TPB) predicting the driving behavior of lifetime driving license revoked offenders. Of a total of 639 drivers whose licenses had been permanently revoked, 544 offenders completed a questionnaire constructed to measure attitudes toward behaviors, subjective norms, perceived behavioral control, behavioral intentions (the key constructs of the TPB), and previous driving habit strength. The finding of the study revealed that an offenders' driving behavior after a lifetime license revocation was significantly correlated to behavioral intention (R=0.60, p<0.01), perceived behavioral control (R=0.61, p<0.01), previous driving habit (R=0.44, p<0.01), and attitude (R=0.41, p<0.01). There was no evidence that subjective norms including road regulation, society ethics, and people important to offenders had an influence on driving behavior (R=0.03). Low driving habit strength offenders are motivated to drive because of behavioral intention, whereas strong driving habit strength offenders are motivated to drive because of perceived behavioral control. Previous driving habit strength is a moderator in the intention behavior relationship. The model appeared successful when previous habits were weak, but less successful when previous habits were strong. (C) 2012 Elsevier Ltd. The results of a self-reported survey on motorcyclist behavior in the Taipei metropolitan area were analyzed. A two-step cluster analysis was used to classify motorcyclist behavior to different levels of risk within each of three risky behavior types. This was used to examine the regression relationship with accident risk. The results indicated that young and male riders were more likely to disobey traffic regulations, and that young riders also had a higher tendency towards negligence of potential risk and motorcycle safety checks. These "error" and "violation" behaviors increased the likelihood of an accident. However, in addition to these risks, there are additional factors that put young riders, particularly young female riders with the least riding experience, at increased risk of having an accident. These additional factors may be poor driving skills and less experience, all of which may result from the slack motorcycle licensing system. There should be increased emphasis on the necessity of providing appropriate training and a lower risk environment for novice riders., (c) 2006 Published by Elsevier Ltd.Item type:Item, Regional motorcycle age and emissions inspection performance: A Cox regression analysis(2006-09-01) ;Chang, Hsin-Li ;Yeh, Tsu-Hurng ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis work combines a motorcycle usage survey from the year 2000 with corresponding records from Taiwan's Vehicle Registration System to study the relationship between motorcycle disposal age and the implementation of motorcycle inspection and maintenance programs at the regional level. Two models are used to represent the quality of inspection and maintenance program implementation, and analyzed separately. After controlling for other independent predictors, analysis of the first model shows that districts with good inspection performance had a 15% higher hazard rate of motorcycle disposal. Under the second model, a 1% increase in the inspection rate and 1% decrease in the ineligibility rate were also found to raise the hazard rate by 2% and 4% respectively. This study investigates cycling difficulties confronted by Taiwanese students in the Hsin-Chu technopolis while riding their bikes to and from school. For an empirical perspective, a questionnaire was designed to collect data related to perceptions of cycling difficulties and to provide a descriptive analysis of students and their parents. Data were collected from samples in urban and suburban environments. The Rasch model was applied to analyze the cycling abilities of the students as well as their perceptions of cycling difficulty. Findings indicate that boys have better cycling abilities than girls, urban students have better abilities than suburban students, ability parallels age (older students have better cycling ability), and parents' attitudes toward cycling to school parallel their children's abilities (parents of students with better cycling ability are less concerned). Various impediments to cycling are identified and, based on students' perceptions, levels of difficulty are assigned. Implications of the results are discussed, and recommendations are offered, so as to facilitate matching bicycle use with Taiwan's status as a worldwide leader in bicycle manufacturing.Item type:Item, Using a multidimensional Rasch model approach to measure the police's perceived ability to detect, detain and intercept DWI vehicles when conducting sobriety checkpoints(2012-09-01) ;Chang, Hsin-Li ;Shih, Chang-Ku ;運輸與物流管理系 註:原交通所+運管所Department of Transportation and Logistics ManagementThis study developed a scale to measure 502 Taiwan traffic police officers' perceived ability to detect, detain, and intercept those vehicles whose drivers are driving while intoxicated (DWI) when conducting sobriety checkpoints. Through factor analysis, the officers' enforcement ability was found to consist of two component latent traits: detecting ability (DA) and detaining and intercepting ability (DIA). A multidimensional approach of Rasch models was then applied to measure the police officers' perceived abilities and particular difficulties in conducting sobriety checkpoints. The study results indicated that the majority of police officers performed well in detecting DWI vehicles, but half of the study participants lacked confidence in detaining DWI vehicles and intercepting escaping DWI vehicles. DWI with weaving was found to be the most aggressive and threatening behavior to traffic police when conducting sobriety checkpoints. Police officers over age 46 were found to have significantly lower DA and DIA, while branch captains were found to have significantly higher DA than their colleagues. Several strategies and programs are suggested based on the study findings to improve the enforcement ability of police officers. (C) 2012 Elsevier Ltd. We add travel socialization theory regarding parental influence on vehicle usage to enhance previous structural models describing motorcycle usage behavior. Our newly developed model was empirically verified in a sample of 721 motorcycle users in Taiwan. In addition to instrumental, symbolic, and affective motivations, perceived parental attitudes (PPAs) towards motorcycle riding were found to have a significant effect on individuals\' motorcycle use habits. Additionally, participants who perceived their parents to have more positive attitudes toward motorcycles were found to have more experience being chauffeured on motorcycles by their parents. Based on these results, we suggest means to confront the challenges brought on by the rapid growth of motorcycle usage, especially serious motorcycle traffic accidents. These results improve our understanding motorcycle usage in Taiwan and can be used by transportation professionals who are seeking solutions to the rapid growth of motorcycle usage.
