交通科技管理策略規劃研究

Abstract

本計畫主要乃透過目前學術及實務方法，同時涵蓋環境保護、社會公平與經濟效率等層面，以確保達到優質表現之永續運輸系統發展。本計劃的最終理想與目標，在於設計出一套可供本國政府單位有效利用之科技計劃績效專業評估模式，作為將來於交通運輸方面技術研發與相關政策規畫訂定時可用的一套完善模型。 本計畫係以交通部之整體科技施政為研究主體，提出可供評量績效的KPI及預期值；同時希望藉由此評估指標模式，提升科技計畫執行效率以及協助訂定出合適的政策與輔導計劃。本計畫主要帶來以下三點預期效益，分別為提供交通發展架構與施政藍圖規畫、建立完善交通科技管理制度與績效以及策略與方案能具體反映重要需求。

The project covers environmental protection, social equity and economic efficiency aspects, in order to achieve the excellent performance of the development of sustainable transport systems mainly through current academic and practical approach .The program's ultimate ideal and objective is to design a professional assessment model for government agencies to make good use of the performance of its technology plan, as a perfect model for transport technology research and development and related policy plan in the future. The main body of the project is the overall science and technology policy of the Ministry of Transportation. The project provides the KPI and the expected value for assessing performance, and hopes that upgrades the implementation efficiency in the technology plan and helps the Ministry of Transportation to make appropriate policies and guidance programs. The project mainly brings anticipated benefits of the following three points: (1) provide a blueprint for transport development and governance framework; (2) establish perfect transport technology management systems and performance; and (3) provide strategies and programs to reflect the essential needs.
