摘要: 本計畫預計完成"環境中奈米物質量測及特性分析以及未來暴露評估"可能的國內研發能量缺口及執行能量缺口報告,同時亦進行了ISO及OECD有關奈米科技環境、健康、安全(EHS)議題發展趨勢及相關資訊的追蹤工作,並於期末報告中提出具體的結論及建議。本團隊將協助維護「環境奈米科技知識平台」(Taiwan Nanotechnology EHS Database, 網址http://ehs.epa.gov.tw/)網站正常運作,更新網站內容及國內研究成果的整合。本年度預計發行知識平台的電子報四期,並上傳至知識平台,供讀者瀏覽歷史資料及收藏。目前環境奈米科技知識平台的會員人數為417人,含專家學者105人,瀏覽人數為11895次(統計日期:2012年3月15日) ,本年度將持續增加會員人數及瀏覽人數。 本計畫將參考先進國家的奈米技術EHS策略規劃及研究主題,並考量經費限制、過去的研究成果及國內各單位的分工協調情況,修正「環保署2012年負責任奈米技術的策略規畫」中英文文件,以提出2013年的「全球負責任奈米技術的回顧與展望」中英文文件,並舉辦研商會1場。 為了加強奈米技術的風險認知及溝通,本計畫預計將於101年10月份在台大集思會議中心舉辦「2012年環境奈米科技論壇」,將環保署過去一年的研究成果以論文發表及討論方式引介給國內相關人士,預計將吸引產、官、學、研各界報名參加。最後,為了加強與國際的互動及介紹台灣奈米EHS研究現況,本計畫預計專訪奈米EHS議題的專家學者兩名:工業技術研究院奈米科技研發中心的宋清潭組長及國家衛生研究院環境衛生與職業醫學組的劉紹興主任,訪問稿並將以中英文方式呈現。
This project will accomplish the reports on the gaps of domestic research capability and capacity in "Measurement and characterization of environmental nanoparticles and future exposure assessment", and the review of the progress and information of nanotechnology EHS issues in ISO and OECD. Concrete conclusion and suggestion will be made in the final report. The website of "Taiwan nanotechnology EHS database"(http://ehs.epa.gov.tw/) will be maintained to provide knowledge and integration of domestic research results on nano-EHS. Four issues of e-papers will be issued. Readers can receive the latest nano-EHS news, nano-EHS knowledge, recent activities and the announcement of the next issue through e-mails, retrieve and read the fulltexts and track the historical files at the exclusive e-paper zone in the website. So far, the website has attracted 417 member registrations, including 105 experts in nano-EHS related issues. The number of visiting to the website is increased to 11895 (The statistics date is Mar. 15, 2012), the number of members and visitors will be continuous increased this year. Referring to the nano-EHS research strategy and research themes of advanced countries, considering resource constraint, previous research achievements, and the research activities of other domestic agencies, the "2013 Global Strategic Plan for Responsible Nanotechnology" will be re-written in both Chinese and English versions after the review meeting with domestic experts. To strengthen the risk perception and communication of nanotechnology, the "2012 Environmental Nanotechnology Forum" will be hold and EPA's research achievements will be introduced to different domestic stakeholders through paper presentations and discussion. There is going to be many people from the industry, government, academia and research institutions to join the forum. Finally, to promote the international interactions and introduce the domestic nano-EHS research status, two experts in the nanoEHS issues were interviewed, including Dr. Tsing-Tang Song from the Nano Technology Research Center of Industrial Technology Research Institute, and Dr. Saou-Hsing Liou from the Investigator and Director Division of Environmental Health and Occupational Medicine. The interview reports will be prepared in both Chinese and English.
