dc.description.abstractWe consider optimal coding of video sequences in the sense of employing an optimal selection of quantization scales under buffer and channel constraints. As a result of the delayed-coding framework, multiple rate constraints emerge, leading to the appearance of multiple Lagrange multipliers in a Lagrangian solution approach. We review the applicable Lagrangian optimization theory developed to-date, and present an efficient new solution algorithm.en_US
