Item type:Item, Government budget and accounting information policy and practice in Taiwan(2002) ;Jan, TS ;Tsai, FL ;管理科學系 ;經營管理研究所Department of Management ScienceThe principal government budget and accounting information policies in Taiwan are founded on the ability to provide integrated, consistent, and timely information for government managers to make more rational decisions concerning national resource allocation and evaluation. A specific accounting organization system has been designed for this purpose. This paper analyzes information policies and practices according to the relevant laws and regulations, identifies issues regarding the policies, and presents strategies to resolve the issues. For organization as a machine, information systems (IS) are designed by information professionals. For organization as an organism; IS are developed according to the selected methodology of ISD. For organization as a social system, IS would be dualistic, one for itself and another for its components, and IS departments would also be dual: one would be inward and another outward. The study investigates the changing roles and missions of IS for the three stages and explores the evolution of ISD strategies. The model also suggests that in the social stage ISD acquiring and utilizing both the inward and the outward resources of ISD to create more value is the greatest challenge and most important task for contemporary IS managers. The implications of the model are also discussed. In developing countries, industrial development is even more complicated because it involves the interactions of domestic firms and multinational corporations (MNCs), the role of the government, and the development of technology. Both MNCs and the government play the role of providing the resources and the environment for the development of industrial systems. This study discusses the viewpoints of ecological systems and system dynamics to summarize the analysis of the development of Taiwan's automobile, semiconductor, and national defense industries. In addition, an evolutionary perspective is used to examine the development of the information technology and semiconductor industries. The results show that different systems viewpoint provides different insights into industrial development. Therefore, more diverse systems approaches are needed to further our understanding of the development of industrial systems.Item type:Item, A variety-increasing view of the development of the semiconductor industry in Taiwan(2005-09-01) ;Chen, JH ;Jan, TS ;管理科學系Department of Management ScienceThe development of the semiconductor industry depends on its interactions with the environment. Developing countries face more constraints and the environmental interactions seem more complicated. The development process of the semiconductor industry could be better understood with regard to the interactions and social changes. This study proposes a variety-increasing viewpoint based on the concepts of variety increasing and internal learning to analyze the developmental experience of the semiconductor industry in Taiwan. The result shows that the development of Taiwanese semiconductor industry is a continuous variety-increasing process, which is achieved by searching and establishing successful associations in an increasingly wider and complex environment. Implications on the ongoing development of Taiwan's semiconductor industry and the development experiences of other East Asian countries are discussed. (c) 2004 Elsevier Inc. The Taiwanese experience showed that the effective interaction of the GSIs and the industrial firms has successfully supported the development of its industry. The Industrial Technology Research Institute (ITRI) played the key role in industrial development during recent decades. This study provides a comprehensive analysis of ITRI and the way in which it fulfills its role through an examination of its major tasks. The implications for developing countries are also discussed.
