Purpose - This paper seeks to establish an extraction system for an information technology (IT) product specification named ITSIES which combines the natural language process (NLP) with the ontology concept and also to evaluate the system's effectiveness in advance. Design/methodology/approach - The development of the system is based on a prototype design and performance validation. This study adopts four classes of IT specification (PC, Unix server, Monitor, and Printer) that follow IBM's and HP's product lines as the baseline information in order to construct the extraction system in GATE (General Architecture for Text Engineering) tools and to examine the IT product specification with other brands and patterns. Additionally indices are adopted such as precision, recall, and F-measure as the matrices for evaluating system performance. Findings - The performance shows that the average recall, precision, and F-measure are all over 90 per cent, revealing that the JAPE (Java Annotation Patterns Engine) grammar rules in the IT domain are reasonably good and generally in line with expectations. Originality/value - The paper proposes an integrative framework to examine IT product specification information and demonstrates that the system is effective for IT application.

Knowledge management systems, or KMSs, have been widely adopted in business organizations, yet little research exists on the actual integration of the knowledge management model and the application of KMSs in secondary schools. In the present study, the common difficulties and limitations regarding the implementation of knowledge management into schools' organizational cultures are reviewed and discussed. Furthermore, relevant theories of knowledge management models are summarized, and a model of process-based knowledge management appropriate for schools is proposed. Based on the proposed model, this study applied a low-cost, open-source software development framework to establish a process-based knowledge management system for schools, or PKMSS. We conducted a 30-day empirical observation and survey at a secondary school in Taiwan. This case study used methods including a satisfaction survey, qualitative content analysis of knowledge discussion, and unstructured interviews to explore the progress, performance, and limitations of PKMSS implementation. It was determined that PKMSS has some value in promoting schools' knowledge management. It not only facilitates the externalization and combination of knowledge and effectively keeps the objectives of knowledge sharing in focus, but it also promotes inter-member interactions. However, this study also found certain restrictions in terms of the classification of knowledge content and system functions. Based on the above findings, we propose relevant suggestions as references for the evaluation and introduction of a KMS in educational organizations.

Purpose - To provide the knowledge structure for an effective knowledge-based organization which integrates knowledge into organizational goals. Design/methodology/approach - The structure, function, and process of a viable organization were discussed which provided a basis to construct a knowledge management (KM) framework and demonstrate knowledge structure in a knowledge-based organization. Based on systems view and viable systems model (VSM), a range of recently published KM practices were reviewed to position various knowledge content. Findings - This study proposed a viable systems framework for organizational KM based on the VSM of Beer. Using the viable systems framework, organizational knowledge can be classified into four categories. Knowledge content was articulated based on the systems view. Thus, knowledge structure of various management hierarchies can be captured. Originality/value - The result contributes to the practice of knowledge executive by supporting the diagnosis and design of an effective knowledge-based organization. The framework also provides a basis for future empirical studies on the relationships between KM strategies and organizational effectiveness. A specific KM strategy exists that can maximize the effectiveness of each of the four types of knowledge.

Recent concerns about the issue of knowledge management (KM) within an organization have accentuated the need for more efficient and effective knowledge sharing - that is, knowledge sharing plays an increasingly significant role in determining the outcomes of KM. Most scholars explore this issue from the economic perspective, while only a few research studies have focussed on organizational capabilities. Drawing from the theories of resource-based view and KM, this study aims to investigate the relationship between organizational knowledge capabilities (OKC) and knowledge sharing (KS). Using regression analysis with data from questionnaires collected in different industries with a valid response rate of 62.4%, the results show that OKC have a positive association with KS. Technical, structural, and human knowledge capabilities are significant for organizational knowledge sharing. Moreover, the effects of implementing KM on OKC and KS are also significant.
