Information technology (IT) services are diverse and complex. Numerous service design methods have been developed for designing and developing products. However, owing to the limited availability of useful tools in IT service design, these methods are ineffective. This study proposes an innovative three-dimensional method for designing IT services. The proposed method considers user requirements, an organization's business requirements, service providers' management requirements as well as the decision-making criteria of management representatives to ensure a smooth implementation of a designed IT service. Using this method, a prototype system to improve campus wireless local area network services was developed and tested at a university in Taiwan. The prototype system reduced the need for repetitive authentication and the time required to solve service problems and address user complaints. In addition, the service design team observed an approximately 70% reduction in project cycle time. The proposed method provided a systematic means to organize the design and implementation of IT services.

The most important core competences of school education resources allocation is the teaching activities of integrating information technology into instruction. This paper explores integrating information technology into instruction how to build an education resources allocation planning model using De Novo programming for case study. We expect building an efficient planning model of integrating information technology into instruction for school education resources allocation, and using De Novo programming for achieving aspired/desired level base on education resources allocation of school. How we can be in the set budget for accomplishing the resources allocation with minimum cost. In empirical case we rind if the resource limitation is loosen, and De Novo programming and resources allocation project management are implemented, the optimal resource allocation of integrating information technology into instruction will be achieved and the cost of school management can be reduced.

There is a growing need to create trade data and regulatory information systems for manufacturers building new facilities in emerging world markets. These multinational companies must track world trade organization (WTO) rules as well as the domestic rules of operation. A semiconductor manufacturer must carefully monitor and take quick action on regulatory matters. The need for trade and market information and systems is now an integral part of global manufacturing. Without systems to monitor and process the every changing flow of rules and regulations, managers and engineers are less effective in preventing violations or arguing for changes. After China's accession to WTO, there has been remarkable growth in domestic regulations for the manufacture of electronic goods. Likewise, since electronic goods and components are of strategic importance to many of the worlds leading manufacturers, the rule base has become a multi-lingual and evolving collection that is extremely difficult to monitor or even effectively report about. The objective of this research is to study the management of a sub-set of the trade related data and develop a prototype information system for processing and managing trade regulations. A case analysis of the application in industry is provided.
