頻譜規劃配置與管理基礎研究---子計畫二：無線頻譜執照釋出的機制設計(I)

Abstract

無線頻譜執照的釋出通常包括三個階段：執照的規格設計，執照釋出的機制設計， 及相關法令的設計。換言之，電信產業的專家們會先分析無線頻譜執照的性質，而設 計出其規格。接著賽局理論專家們會依給予的規格而設計出其執照釋出機制。在實作 出賽局規則後，律師再將賽局規則轉成相關的法令。 在此三年期的計畫裡，主要的研究目標是和其它的整合型子計畫合作設計出執照釋 出機制。本質上，執照規格可分成私有財模式或公有財模式兩大類；而私有財模式更 可細分為三種拍賣模式：私有價值模式，隸屬價值模式，與共同價值模式。從此角度 來看，第一年的主要研究方向是在改善台灣現有的多回合拍賣模式。這意味著用斂核 觀念取代傳統的核觀念來縮短拍賣時間。在第二年裡，其它的整合型子計畫會各別完 成私有財與公有財的執照規格設計。屆時研究目標會轉成實作私有財執照釋出的賽局 法則。在第三年裡，研究目標則是實作公有財執照的賽局法則。

A release of radio spectrum licenses usually consists of three stages: the specification design of licenses, the mechanism design of license release, and the design of related laws. In other words, the experts of telecommunication industry analyze the properties of radio spectrum licenses and design their specification. Then the experts of game theory design the licenses release mechanism according to the given specification. After the implementation of the game rules, the lawyers make the laws from the game rules. In this three-year project, the main research goal is how to design the licenses release mechanism with other cooperatively integrated projects. Essentially license specifications can be classified into private goods model or public goods model; moreover, the private goods model involves three auction models: private value model, affiliated value model, and common value model. From this viewpoint, the major research effort is to improve the current multi-round auction model used in Taiwan at the first year. It means to shorten the long auctioning period using nucleolus concept instead of the traditional core concept. At the second year, the private and the public goods license specification designs are going to be finished separately from other integrated projects. Then the research goal is transformed into implementing the game rules of license release with private goods properties. At the third year, the research goal is to implement the game rules of public goods licenses.
