dc.description.abstract | 近年來氣候變遷,因瞬間暴雨造成嚴重水患,嚴重威脅人民的生命及財產安全,本研究係針對新竹市轄內易淹水區域建置雷達波水位監測設備(含雨量站)及CCTV監視設備,收集相關資訊,利用SOBEK軟體模擬並建置各排水系統之排水模式,經驗證後,符合實際情形,藉此進一步針對水位站設定水位警戒值,並建置洪水與淹水預警系統,除接收即時水位資訊、雨量資訊與CCTV即時監控影像外,亦透過網際網路技術整合水利署中央管河川水位及移動式抽水機資訊,氣象局雨量站即時雨量資訊,提供一套整合相關水情資訊之查詢系統,以增進防救災調度之效能,亦作為推動未來水情災情監測之基礎。 本研究主要項目:(1)水位與水情監測設施建置;(2)洪水與淹水預警警戒值設定;(3)洪水與淹水預警展示平台建置。 藉由本研究新增設的水位站、雨量站、CCTV站提供即時資訊,及整合水利署及氣象局之水位、移動式抽水機與雨量監測資訊,擴充新竹市政府防救災動力與效能,讓相關單位能正確掌握即時水情狀況及移動式抽水機調度資訊,作為防救災決策與調度之用,期以發揮防汛、救災、調度與指揮等多元化功能性效用。 另外希望經由本計畫建置之洪水與淹水預警平台,提升市府防災應變決策支援與管理的能力,增加管理及決策品質,達到資訊管理最佳化之目標,以逐步減少因地球暖化對人民與土地造成之衝擊。 | zh_TW |
dc.description.abstract | Since the climate change in recent years, it happens that instant heavy rains caused serious flooding and it’s a serious threat to people's life and property. This study collects relevant information which is according to Hsinchu City's flooded area within building radar water level monitoring equipment (including rainfall stations) and CCTV surveillance equipment. We utilize the SOBEK software to simulate and establish different darining pattern of each system. After the verification, it conforms to the actual situation. We also set water level alarm value for water level stations and build deluge and flood early warning system. Besides receiveing CCTV real-time monitoring and real-time water level information, rainfall information outside the image through Internet technology to integrate water level of rivers and streams in the Water Resources Agencythe central canal of river water pumps and mobile information, and Bureau of Meteorology rainfall information immediately to provide an integrated hydrological information query system. Enhance the effectiveness of disaster prevention and rescue and also use as a basis for promoting future hydrologic disaster monitoring. This research project including: (1) Water and hydrological monitoring facilities build. (2) Floods and deluge warning alert value set. (3) Floods and deluge warning alert platform build. The immediate information which is provided through this study of the newly set water level stations, rainfall station, CCTV stations and integrate the water level of the Water Resources Agency, the mobile water pumps and rainfall monitoring information of Bureau of Meteorology. It is in order to expand Hsinchu City Government the power and effectiveness of disaster prevention. Let the related units correctly predominate the real-time hydrological conditions and mobile pumps scheduling information, and scheduling decisions as disaster prevention purposes. Expect to play a Flood protection, disaster relief, dispatching and commanding multiple functional utility. Furthuemore, we want to build floods and deluge warning platform via this project. Enhance the ability of municipal disaster Decision-making and management to Increase management and decision quality. After all, achieve the goals of optimizing information management to gradually reduce global warming's impact on the people and land. | en_US |
