摘要: 近年來網路電話、通訊軟體與OTT服務迅速崛起,不斷造成臺灣電信營運商的語音收入與ARPU的下滑,隨著臺灣電信營運商紛紛於2014年商轉4G LTE,提供更高的頻寬與更快的傳輸速度,使得OTT服務更加蓬勃發展,造成臺灣電信營運商在行動通訊潮流中,淪為數據管道角色。 隨著LTE語音技術漸趨成熟,漸漸發展出LTE語音解決方案,長期而言以VoLTE(Voice over LTE)最為可行。VoLTE透過在LTE核心網路建置IP多媒體子系統提供VoLTE服務,與傳統語音服務相比,VoLTE具有高音質通話、超快速發話、高速網路通話同時應用以及高清影像電話等優點。 然而臺灣電信營運商為了順應國際潮流,紛紛計畫推出VoLTE服務,但皆延遲推出,因此本研究欲探討臺灣電信營運商發展VoLTE服務商業模式的困境所在,並以韓國SK Telecom、日本NTT DoCoMo以及美國Verizon Wireless之VoLTE服務商業模式的案例作為研究對象,利用商業模式圖作為研究方法,希望能夠系統性地全面透徹了解電信營運商成功商轉VoLTE服務之商業模式。
Taiwan telecom operators face the problem of decline in voice revenues and ARPU because VoIP, communication apps and Over-the-Top services are currently on the rise. Taiwan telecom operators launch commercial 4G LTE services in 2014 to provide larger bandwidth and faster transmission speeds which make Over-the-Top services more promising. The shift makes Taiwan telecom operators to become just a dumb pipe. Through the mature of voice over LTE technologies, Voice over LTE (VoLTE) based on the IMS system is widely acknowledged as the optimal solution. Different from traditional VoIP, VoLTE services feature high-quality voice calling, shorter end-to-end delay and video calling. Taiwan telecom operators would like to lauch VoLTE services in order to catch the tide. However, the scheduled launches were all delayed. Therefore, this study will investigate the obstacles of launching VoLTE services in Taiwan and make case study analyses on the business model of VoLTE services through SK Telecom in Korea, NTT DoCoMo in Japan and Verizon Wireless in USA as research subjects. Moreover, the study will use Business Model Canvas as a tool to deliver a comprehensive research on VoLTE service business model.
