遠距醫療影像管理平台之探討

Abstract

本研究之主要架構以產業組合分析做為基礎，建構醫療器材相關產業中的醫療影像管理平台之競爭策略，以醫療影像管理平台的產業價值鏈與市場成長曲線為區隔變數。透過此一分析區隔出醫療影像管理平台產業之定位。

並利用產業創新需求要素分析模式及產業專家之意見調查，分析歸納出發展通醫療器材產業之醫療影像管理平台產業的關鍵成功要素，提出醫療影像管理平台產業現在及未來發展上所可能採取的經營策略。

經過研究分析的結果得知，醫療影像管理平台產業目前介於在市場成長曲線的「萌芽期」階段，以及在產業價值鏈當中的「研發」與「生產製造」之間；未來在產業的發展上針對市場的應用端持續投入，使遠距醫療產業之醫療影像管理平台產業加速市場的應用端，並以更快的速度進入成長期及成熟期，亦利用研發及製造的技術累積向市場應用的部分前進。

為輔助遠距醫療產業之醫療影像管理平台產業成長，本研究根據產業創新需求要素與政策類型的分析結果得到，政府未來需要優先提供與加強的要素有：「製程創新能力」、「產業鏈垂直整合」、「專利制度」、「製程良率控制能力」、「先進與專業的資訊流通」、「國家對於產品標準化的制定」、「完善的資本市場機制」、「長期融資體系及投資減免」。

This thesis reports on a strategic analysis of the Picture archiving and communication system. A portfolio model is used to assess the strategic positioning entailing a 2-dimensional analysis, containing the value chain (horizontal) and market s-curve (vertical axis). Three research methods used for data collection are literature review, expert interview, and general survey.Research results reveal that surgical and Picture archiving and communication system are positioned between the embryonic stage of the market s-curve, and also located at the area between R&D and manafaturing in the value chain. The future prospects should be more toward of the market application phase, and base on the research and development results and manufacturing experience to move to the market applications phase. According the Industrial Innovation Requirements and Policy Tools leads to a conclusion that the most critical categories of policy instruments are “Process innovation ability”, “Vertical integration of the value chain”, “Patent System”, “Process Yield Control”, “Advanced Information Interworking”, “Setting Product Standard”, “Completed Capital Market”,“Requires long-term investment and financing system and relief”. The corresponding policy instruments in support of developing IIRs are provided in the conclusion of this thesis..
