數位參與和社會包容：過去與未來

Abstract

本篇論文利用歷年行政院研考會執行的數位落差及數位機會調查之長期資料，探討以下主題：一、檢視過去十年台灣數位落差的變動樣貌。二、探討個人社經背景與數位融入行為之關連。三、提出資訊時代社會包容的新範疇及發展方向。研究結果顯示，我國各個群體在網路連結及行動上網上的近用差距有逐漸縮小的趨勢，但社會中較高齡、低教育、低收入等弱勢群體在上網機會與其他群體間仍有著一定的差距。其次，數位參與的廣度與個人社會經濟背景因素有高度的相關性，不同類型的數位融入行為分別受到個人不同社經地位特性的調控與限制。本文總結未來數位關懷社會政策的方向應從均衡數位機會、提升網絡公民社會及著重後果公平三個面向來發展。

By using the national longitudinal surveys of digital divide and digital opportunity, this paper aims at (1) examining trends of digital divide in Taiwan; (2) exploring underlying association among socio-economic characteristics and digital engagement activities; and (3) proposing future development of social inclusion in the information society. Results of this study suggest that the elder, less educated, and low income disadvantage groups are still lagged behind in compared to other groups. Those who are better off tend to engage more and show a higher intensity on digital engagement. There are intertwined links between digital engagement and social inclusion. The extent of engaging basic and advanced usages of information services are moderated by different socio-economic factors. In addition, this study proposes a liberalizer strategy for bridging digital divide, engaging civic participation in network society, and materializing social equality as three main development strategies of social inclusion in the information society.
