dc.description.abstract本文以行政院研考會11年來所累積的大規模民眾數位使用行為調查成果為基礎,分析11年來台灣民眾網路行為的變遷狀況,以及群體間數位落差(機會)變化情形。本研究亦以數位近用指標的標準差,作為不同群體間數位落差程度的衡量指標,以評估縮減數位落差的成效及趨勢,並確認「數位牆」之所在。在政府舊計畫即將結束、新計畫即將展開的這個當口,本研究重新回顧十幾年來我國的數位落差縮減情形及樣態,作為下一階段推動策略的參考,有其承先啟後之意義。zh_TW
dc.description.abstractThis paper uses the substantial data from surveys of Taiwanese people's digital technology usage conducted by the Research, Development and Evaluation Commission of the Executive Yuan from 1994 to 2014. The changes that have taken place in Internet usage over the past decade are analyzed to examine the digital divide (i.e. disparities in digital opportunities) between different social groups. In addition, the paper uses the standard deviation in the digital access index (DAI) to gauge the extent of the digital divide between different groups and evaluate the results achieved in efforts to mitigate the digital divide. It confirms the existence of the "digital wall."en_US
