開源創新對台灣資訊產業影響初探

Abstract

本研究從開源創新（Open Source Innovation）角度了解台灣資訊產業對開源軟體的採用情況，並以次級資料分析與深度訪談法作為主要研究方法。研究成果主要包含以下重點：（1）開源軟體經過多年發展，使得台灣開源社群在主題上變得非常多元且細化。（2）台灣產業界採用開源軟體的主要狀況仍是以純使用居多，也可說是某種「搭便車」（free rider），屬於降低研發成本、降低與競爭對手差距的手段。簡而言之，台灣廠商應認清開源軟體模式是有價值、值得投入資源去發展的模式，而不只是降低研發成本的技術。（3）本研究建議應透過政府或公民團體力量建構開放創新平台（如開源軟體計畫），作為銜接使用者創新與廠商製造者創新中間的橋樑，以活絡台灣資訊廠商與開源軟體專案之間的正向循環。

This study analyzes the adoption of open source software in Taiwan's information industry from the perspective of open source innovation, and uses secondary data analysis and in-depth interview methods as the main research approaches. Key findings of this study include: (1) after years of development of open source software, open source communities in Taiwan have become very diversified and specific. (2) The adoption of open source software in Taiwan's industry mainly focuses on the the utilization and implementation; this is also a ＂free rider＂ strategy to reduce research and development costs, as well as to reduce the gap with competitors. In short, Taiwanese IT vendors should recognize open source software as a valuable resource worthy of investment, rather than only as a tactic to reduce research and development costs. (3) This study suggests that the government or NPOs should build open innovation platforms (such as open source software projects) as a bridge between user innovation and vendor/manufacturer innovation, in order to generate positive exchanges between Taiwanese information vendors and open source software projects.
