dc.description.abstract | 提供身心障礙者最少限制的環境是學習發展公平起始點,不僅是維護人權的必要性,更是先進國家高水準象徵性指標意意,任何一個國家不需透過立法,便可創造「無障礙的生活環境空間」。 無障礙環境的本質,是復健醫學的延伸與運用,因為只有經過「心理」和「生理」復健完成後的身心障礙者,才會有走入社會的意願、能力和需要。任何人要推動無障礙環境,首先要推動身心障礙者的醫療復健和輔具研發的工作,所推動的無障礙環境才具有功能和意義。無常世界,人們對於無障礙環境規劃不是為別人而設,而是因為了本身或家人乃至於親朋好友於生活上、職場上受傷需要社會接納與心理重建工作,降低犯罪率並增進人類福祉需要有『愛』包容與照顧,建構無障礙環境才是一個必要的政策。 學校建築亦屬公共建築,根據1988年《建築技術規則》在建築設計施工編中增訂第十章「公共建築物殘障者使用設施」,首次將身心障礙者行動需求上的考量納入我國建築法規中。但在是項立法前,全國沒有任何政府或研究機構針對身心障礙者行動障礙與特性進行任何基礎研究工作,亦未曾利用國外研究出來的原理原則進行本土化的考證研究。本研究案對於我國執行無障礙環境政策的設計標準;用於學校建築之公共建築物上執行與依循法規類改善無障礙環境政策,提出個人相關研究看法藉以彙整建築法規定----在校園無障礙空間規劃中融入建築物內整體規劃、既設空間增設以符現階段法令需求達到與預算並用與校園安全。 | zh_TW |
dc.description.abstract | To provide the disabled the environment of the least restrict is a fair start of learning develop, which is not only to maintain human rights, but also the high level symbol of advanced countries. Any country should create「the barrier-free space of living environment」without through any legislation. The nature of the barrier-free environment is the extension and application of the rehabilitation medical science, because only after completing of the rehabilitation of "mental state" and "physiology", the disabled then can have the will, ability and demands to walk into the society. Anyone who wants to push forward to the barrier-free environment, and to have the work function and meaning, should first promote the research works of the medical treatment rehabilitation and the assisting to the disabled. To promote and have the barrier-free environment is not just for the other people, but because oneself, family or friend also might be injured in life or in duties which will need the society accepting and mental state reconstruction. Further more it will reduce the crime rate and also promotes mankind welfare through the forgiveness and care of "loving", therefore constructing the barrier-free environment is a necessary policy. According to the「building technique rule」(1988)chapter 10, it’s the first time in our country to revise and enlarge the building laws for the disabled facilities of public building, to consider the need of the disabled in life. But before the legislation in 1988, there are no any government or research institutes doing any fundamental research in disabled action obstacle and characteristics, and also the localization verified research based on the abroad research results. For the execution of the design standard of barrier-free environment policy, particularly in public school building, this research proposes some related research viewpoint with the gathering of the related rules of building laws, and some other topics such as the programming of campus barrier-free space with the programming of building inside, adding new圖目錄…………………………………………………..VI barrier-free facilities in the existing building to meet the current rules with budget control and campus security. | en_US |
