摘要: | 產業面臨轉型的時候,人才常常是轉型成功與否的關鍵角色,創業顧問在累積許多輔導的案例後,將成功經驗複製到下一個企業是其重要核心能力,能規避不正確的新事業發展的模式,是協助產業發展極為關鍵的人才。
本研究旨在探討產業轉型時期,其關鍵人才的發展政策,由創業諮詢人才發展為起點,以採育成中心經理人的人才發展為例,並且研究其職能與認證之策略與措施,以為產業創業諮詢人才的參考依據。
經濟部中小企業處推動創新育成政策協助中小企業創業育成業務,廣設育成中心扮演中小企業的產業顧問角色,其中育成中心經理乃是產業輔導的的重要顧問人才,扮演著創業育成的重要角色,對育成產業推動有關鍵的影響力。
本研究結果發現,育成中心經理人工作現況偏向行政性與基礎專案管理的能力。根據專家會議建議,育成產業人才發展應朝未來性、前瞻應用性的人才發展設計,例如:協助進駐廠商的專業顧問諮詢能力,如此方向的職能基準作為未來產業應用的指標,提升國內育成產業發展。 When industries face transformation, talent plays the key role to effect the transformation to be success or failure. After business consultant cumulates experience in many cases, they are often able to copy success experience to next enterprises. The talent who make the correct model to new business will be the key source to help industrial development. The purpose of this study discusses the development of key personnel policy in the period of industrial transformation. The talent development uses entrepreneurial consultant as a starting point and incubator manager as an example, and studies the strategies and measures of function and certification. That will be the reference for industrial entrepreneurial consultant. SMEA promote innovative incubation policy to help small and medium enterprises to create incubation business, and set up incubators to be industrial consultant for small and medium enterprises. Incubator managers will be important consultants who counsel industry guidance and create incubators, and will have a crucial influence in incubation industry promotion. The results of this study found that incubator managers tend to administrative work and basis project management. In accordance with recommendations of the expert meeting, the development of incubation industrial talent should be designed future and forward-looking application. For example: the advisory capacity to assist manufacturers and give professional advisers, the direction of the functions of such benchmarks as indicators of future industrial applications, enhance the development of the domestic incubation industry. |
