dc.description.abstract產業政策的制定與執行,不論是影響國家整體產業或特定產業發展,皆是形成國家競爭力之來源,一個考慮周全的產業政策更將有助於產業發展。 對於臺灣而言,產業政策對於經濟發展上更扮演著重要角色。近年來因環保議題及能源價格高漲,使得太陽能光電產業快速成長,臺灣太陽能產業憑藉著過去發展高科技產業的優勢與經驗在全球太陽能光電產業中扮演重要的角色。 因此,本研究主要的目的為建構一套系統化的太陽能光電產業政策評估流程,並評選適當的政策工具。 本研究透過產業分析、文獻探討與專家訪談方式找出影響臺灣太陽能光電產業的政策發展因素,區分成四大構面,透過重要度滿意度分析判別需要被改善的準則,之後以決策試驗與實驗評估法來建構需求構面間之網路關聯圖,並據此召出各構面/準則的支配與被支配關係後,提出改善策略;另外以主成分分析法找出構面間之獨立成分,再利用ANP 法來找出構面/準則權重,最後透過VIKOR來找出最適當的方案。 希望藉由本研究可以替為政策制定者找出影響臺灣太陽能光電產業政策發展的關鍵因素,同時找出其可能的運用的改善與發展策略,並以此評選適合的政策方案。zh_TW
dc.description.abstractThe establishment and implementation of industrial policies are sources of national competitiveness; either they affect the development the national industry as a whole or only specific industry. To consider industrial policies comprehensively would be conducive to the development of industry. Industrial policies play important roles in economic development in Taiwan. The rapid growth of solar photovoltaic industry was caused by the rising energy prices and environmental issues in recent years. Also, the solar photovoltaic industry in Taiwan plays an important role in the global solar photovoltaic industry by virtue of the strengths and experience of the past experiences in high-tech industry. Therefore, the main purpose of this study tries to build up the systematic procedure of evaluation process of solar photovoltaic industry and select the appropriate policy tools. This research figures out the policy development factors that affect the solar industry in Taiwan through industry analysis, literature review and expert interviews. Then divides all the factors into four aspects, and identifies criteria those need to be improved through SIA. Afterward construct the NRM by using DEMATEL. Ultimately, according to the result of relations among aspects then ascertain recommendations for improvement strategies. Furthermore, this study analyzes the independent components among aspects through PCA, and find out the criteria weights by using ANP. Finally, through VIKOR to identify the most appropriate alternatives. The aims of the study are to provide policy makers with clear and concrete policy advice by clarifying the key factors those affect Taiwan solar photovoltaic industry. And to find out the possible use of the improvement and development strategies, then to select the appropriate policy options.en_US
