資源回收產業產值分析及發展策略-以台灣為例

Abstract

本論文主要探討資源回收產業範疇及規劃未來發展藍圖。研究內容共有三項：第一，釐清綠色產業、環保產業及資源回收產業相關定義及關係，調查資源回收產業領域各行業類型，並且建立其母體清冊。第二，收集資源回收產業次級資料並計算目前產業產值。第三，分析及強化資源回收管理基金用途，促使資源回收產業發展。 資源回收產業範疇包括有：回收處理業、公民營廢棄物清除處理業、再利用機構、中古商品零售業、回收物料批發業及再生製造業。而目前中華民國行業分類標準無再生製造業定義，根據廢棄物清理法及資源回收再利用法之精神，再生製造業應屬於資源回收產業領域。 根據基金使用現況分析結果，未來欲使資源回收產業得以蓬勃發展，將可著重於回收處理技術之獎勵補助，擴充資源回收再生物質市場需求，以及建置再生料交易平台。資源回收產業發展興起將可促使國家達到循環永續發展之遠景。

The project undertook to investigate recycling industry and scheme the industry of blue-printed plan. There were three aims in the research: the first was to clarify the definitions and relations among “Green Industry”, “Environmental Protection Industry” and “Recycling Industry”, to investigate the careers’ category of recycling industry, and to create the careers’ database of detailed list. The second was to collect secondary data of recycling industry and calculate the output value at the present stage. The third is to analyze and strengthen the purpose of “Resource recycling management fund” to promote recycling industry. The careers of recycling industry included “waste recycling and disposal enterprises”, “public/private waste clearance and disposal organization”, “reuse organizations”, “retail sale of used merchandise in specialized stores”, “wholesale of recyclable materials”, and “rehabilitating and reprocessing material manufactures”. Rehabilitating and reprocessing material manufactures were not included in Standard Industrial Classification System of the Republic of China; however they belong to the recycling industry according to the general principles of “Waste Disposal Act” and “Resource Recycling Act”. According to the result of expenditure analysis of resource recycling management fund, it would encourage the development of recycling industry by subsidizing recycling technology and equipment, expanding the recycling product market, and installing the recycling material website of transaction. To promote the recycling industry will enable our country to turn into sustainable development.
