Abstract: 科技研究發展維繫著工業盛衰的基礎,研究發展的投入卻具有高度的不確
定性與風險,鑑於技術的生命週期日益縮短,且無論是工業化國家或新興
化國家,對研究發展都非常重視,即將成為國內企業今後在國際市場競爭
力的關鍵因素,而又在國內企業一般都為達足夠的經濟規模下,如何將有
限的人力、財力投入研究發展發揮最大效率﹖乃為研究發展管理績效的當
前課題。本研究乃以經濟部能源科技研究發展計畫成果評估為個案,透過
文獻整理與探討,以自我評估和專家評估方式,聘請專家委員組成評估委
員會,實地查訪,找出適當的績效準則依照由下而上評估,探討其執行績
效、成果效益及成果檢討等方面進行評估,並提出建議與改進方法。
Industrial improvement is highly to rely on research and
development of technology. Unfortunely, there are a lot of
uncertainty and risks associated with it. The product life
cycle becomes more short than before, andthe technology
changes will rewrite the analysis of profit and lose.
Especially for the developing countries with limited
resources, all the investment on research and development
can be waped out easily due to the R&D's uncertainty and risks.
How to effectively to perform the R&D becomes more important
issues for every industries and countries in recently years.
This study reviewed the evaluation of R&D performance from
the views of project and department. A real case has been
studied on the energy technological R&D projects sponsored
by the Energy Commission of Ministry of Economic Affairs of
Taiwan, Republic of China. Project proposals and reports
have been reviewed, and the methodologies for self-evaluation
and outside specialist-evaluation have been studied and used,
on-site inspection and meeting have been performed, strategy
and policy are been reviewed. From the case study, several
issues and suggestions have been concluded.
