摘要: 為了彌補基層單位專業人員缺乏及提供選址諮詢資訊,本研究建立一個輔 助垃圾掩埋場址設置之電腦化系統,用以選取適當的掩埋場址。整個系統 由專家、地理資訊及多媒體資訊三個子系統組成,專家子系統提供的選址 準則,可作為地理資訊系統執行圖層分析的依據,迅速地篩選出符合初步 選址準則的區域,該子系統亦可用以對初步場址預定地的相關條件進行可 行性分析,並進而提供適當的建議;此外,本研究將選址法則指導構建在 多媒體資訊站中,透過網路工具的傳遞,使用者可以查詢選址法規等與場 址設置相關的資訊。專家子系統之法則式知識庫是使用CLIPS語言發展而 成,知識來源主要為國、內外有關垃圾掩埋場設置規範、法令規章及一些 相關案例等文獻記載。此電腦化系統並以數個案例為例,在考量遵循法律 規範、避免破壞環境、減低社會文化的衝擊及考慮工程經濟性的前提下, 引導使用者選取初步合適的場址,進而探討該系統的實用性。 Local environmental protection agencies in this country usually lack enough experts for implementing landfill siting related tasks. A prototypical computerized system for landfill siting analysis was therefore developed in this research to overcome this difficulty. A geographical information system (GIS), an preliminary rule-based expert system developed and implemented by CLIPS, and a multimedia network information system were incorporated into the system. The mapping analysis functions provided by the GIS can quickly screen out inappropriate sites. The expert system, built on the basis of the knowledge extracted from various foreign and local regulations, case studies, reports, and other literature, can provide siting guidance and related information. The multimedia network information system provides a friendly multimedia interface and convenient access to the developed system and information. Few cases were studied for demonstrating the use of the prototypical system.Issues in three major areas of environmental condition, social and economic condition, and engineering feasibility were evaluated for the suitability of each studied areas as a landfill site.
