由資訊系統架構的觀點研究電信帳單之整合

Abstract

資訊系統架構主要是提供一個整合與穩定並具彈性的架構， 作為組織發 展一組協調、互動及長期性的應用系統的指引。 同時，它也是九○年代 中，資訊系統管理領域裡的重要課題。 由於環境之不穩定及組織內需求 上的變動， 使得原資訊系統的支援活動與變動需求間產生差距，差距的 彌補能否或時間的長短， 則端賴是否有良好的資訊系統架構而定。 故組 織內唯有透過有效的方法及程序，發展出能持續調整並適合動盪環境的資 訊系統架構， 迅速消除差距，以滿足變動需求，才是取得競爭優勢的關 鍵。本研究依據資訊系統架構的理論性探討， 並透過電信帳務系統相關 資料的蒐集及相關人員的訪談，使用個體-關係的觀念，釐清各個個體應 扮演的角色及彼此間的關係，導出帳務資訊系統的架構模型。 本研究假 設「組織」個體為不變之因子， 透過學理上的方法與程序，逐項研究建 立整體帳務資訊系統之資料模式、 功能模式、資源模式及各模式間的關 係， 其研究結果不僅提供帳單整合之解答，同時隱含著高層次帳務資訊 系統架構的建立。 本研究的主要目的是希望藉由良好的資訊系統架構為 基石， 提供帳務資訊系統整合的參考方向，使電信單位於面臨多項電信 業務開放競爭的同時， 能迅速提供客戶高品質的服務，以立於優勢的地 位。 Information System Architecture provides an integreted, stable, and flexible architecture as a basis for developing a coordinated, responsive, and long-lasting set of business application systems. It is also an important topic of 90's age in the area of Information Systems Management. Due to the increasingly turbulent business enviroment, the existing information systems are facing the challage to meet the requirement of business changed in a timely fashion. By employing effective methodology and procedure, a well-defined information system architecture,which allows for continuously improvement to a rapidly changing business environment,can be established to meet the requirement of business changed as soon as possible. This is the key for an enterprise to gain the competitive advantage. Based on the theoretical study of information system architecture and collected information through interviewing the related persons of telecommunication billing systems, a model of billing information system architecture is derived by using the concept of Entity-Relationship which differenti- ates the playing role of each entity and relationships among entities. Assuming that the "organization" entity is an changed factor, this research systematically establishes the data model, function model, resource model and relationships among them. Not only do the results of this research provide the solutions for integrated bill of the varieties of telecommunication services, but imply the high-level billing information system architecture founded. The purpose of this research is aimed at providing the direction of integrating billing information systems, which are based on the well- defined information system architecture, to continuously offer the high quality services to the customers in the competitive enviroment.
