摘要: 以往有關停車設施之規劃與管理多以小客車為主要之考慮對象,對市區內 道路沿街商家裝卸貨所需之停車空間未加規劃與提供。貨車停車裝卸貨時 對搬運容忍距離之考量相當敏感,通常不願使用過遠之車位。市區內小客 車路邊停車需求量相當大、周轉率低,使得貨車不易找到空位。迫使貨車 只得採取違規停車,甚至雙排停車,嚴重影響市區交通順暢、行車安全與 市容觀瞻。若商家裝卸貨頻次較高、停車延時較長,往往有更高被取締罰 款之風險。因此本研究嘗試深入研究商家之裝卸貨停車需求特性,並研擬 有效可行之改善策略供停車主管單位參考使用。為了瞭解問題核心與作為 研擬策略之基礎,本研究以台北市裝卸貨需求較高之商業類別商家為調查 對象,深入分析不同類別商家在裝卸貨停車上之特性差異。其次,更進一 步探究我國都市內裝卸貨停車問題之現況與成因,並根據維持商業發展、 減少對道路交通影響、執行層面有效可行與維護資源使用公平之目標進行 分析與評估各解決方案。發現以規劃路邊裝卸貨停車空間為短期內可行有 效,因此本研究主要以達成滿足商家需求強度與搬運容忍距離之規劃目標 下,構建路邊裝卸貨專用停車位之最適設置個數、地點、使用時段、停車 時限決選模式與研擬相關管理策略。並針對台北市市區內開封街一路段進 行實例研究。同時研擬短、中、長期管理策略供停車主管單位參考實施。 透過市區商家之路邊裝卸貨停車需求特性調查,結果顯示在市區現況之土 地使用、建築法規之下商家裝卸貨無可避免地採用路邊停車形式,而裝卸 貨停車頻次與停車延時不短使得現況路邊停車供給與停車管制不能抒解商 家需求,加上搬運容忍距離的限制,在研擬管理策略時必須顧及,在路邊 裝卸貨停車空間之規劃上也須選擇白天商家一般營業時間。同時建議長期 可將裝卸貨停車導向路外或建築物附設停車空間,也鼓勵商家結盟或成立 專業物流配送型態。 The parking space acquired by loading/unloading goods is not well-designed, even not provided, on the urban streets. Trucks are usually forced to park illegally when loading or unloading their goods along the streets. It has brought severe traffic congestion and safety problems to the central business districts of cities in Taiwan.This study is undertaken to explore the parking demand characteristics of loading/unloading goods of trucks in business districts, and try to develop a curb parking management program and provide enough parking spaces for their needs. An interview with the stores in business districts was conducted first in this study. And a curb parking space design and control scheme was then derived based on the findings from that interview.The study results show the loading/unloading parking demands occur intensively in the late morning (10-12 AM) and early afternoon (2-4 PM), and their parking duration's are almost less than 20 minutes. Furthermore, the most important factor concerned by the truck drivers is found to be the distance they need to move their goods when loading or unloading.A curb parking planning procedure is developed in this study based on the findings from the loading/unloading parking survey , and an operational and management strategy is also suggested in order implement that scheme.
