Abstract

台灣電力事業開放競爭後建構代輸機制之探討 研究生：陳祈萬 指導教授：唐明月 教授 、謝長宏 教授國立交通大學管理科學研究所 摘要----電力與國家之經濟發展及人民生活息息相關，為配合政府提昇國 家整體競爭力目標，未來台灣電力事業將面臨重大的轉變。而電力代輸對 我國電力事業而言，是一項重要的轉捩點，其間包含兩層意義：(1)代表 台灣電力事業，不可避免將面臨電業結構的重整；(2)透過此一競爭力量 ，將更有利於用戶權益及經濟發展。基於此，本研究希望透過相關的理論 知識，研擬出一套適宜我國電力事業結構的電力代輸機制及其架構，期有 助於我國電力事業的發展及轉型。具體而言，本論文研製的主要內容有下 列三點：1. 蒐集及研究國外電力代輸的相關經驗、理論及作法。2. 藉由 對我國電業市場環境特性的瞭解，思考我國發展電力代輸體制的原則與方 向。3. 從技術、經濟與管制等三個層面，來探討我國電力代輸機制雛型 的架構。本研究特別強調電力的持續穩定供應是用戶的基本權益，並以電 力穩定、可靠供應的基礎下，規劃效率的追求和開放的作法，提出對台灣 最有利的電力代輸機制。 The Study of Constructing Electricity Wheeling Mechanism in Taiwan- Post Market Competition Student：Chi-Wan Chen Advisors：Dr. Ming-Yueh Tarng、Dr. Charng-Horng HsiehInstitute of management Science National Chiao Tung University Abstract--As we know, electicity has a lot to do with people's daily living,and sometimes profoundly affect a nation's economy. With Government attitude urgently toward elevating its national economy-competitiveness, electric market in Taiwan, unavoidably, will fare its way and transit to a more competitiveone. We see the revealing messages are at least twofold: (1)traditional monopoly electric market structure in Taiwan will anyway collapse; (2)through changes of known or unknown, hopefully will/shall add value to consumer benefit andnational economy likewise. From these, the paper aims to imitate a proper wheeling structure and corresponding mechanism- through the efforts of gatheringand analyzing on relevant studies, papers, information and cases, island-wideand abroad.To be brief, the paper contains information of three categories: 1.experiences, theories, and methods of foreign electricity wheeling mechanism.2.data/characteristics oriented to domestic electric market- which help brewing principles and direction upon constructing Taiwan's electricity wheeling structure.3.exploring electricity wheeling mechanism from phases of technology,economy, and regulation.The last and most, the paper likes to add its emphasis on consumer privilege keeping, which we believe no matter what type of post-competition market structure we choose, the one owns ability of accommodating efficiency and reliability will earn us more.
