dc.description.abstract | 電信號碼是電信網路通信不可缺的基本要件之一。我國參考ITU-T編碼標準於1996年公布第一版電信網路中長期編碼計畫,2000年2月公布第三版電信網路中長期編碼計畫,並預計適用至公元2011年。本論文針對我國電信網路中長期編碼計畫及74家第一類電信業者與200多家第二類電信業者之號碼需求進行研究分析,發現政府至今只對第一類電信事業部分業者核配號碼資源,除了直接衝擊未取得號碼申配電信業者之電信市場競爭,亦影響其電信用戶之通信品質;同時,不公平的號碼分配政策將會阻礙電信市場多元化及多樣化發展之機會。 我們參考ITU-T相關編碼標準及其他國家電信編碼規劃情況,針對我國電信編碼計畫進行號碼充裕性、公平性及共通性等研究。我們根據編碼計畫研究分析之心得,提出我國電信編碼規劃,並規劃六大類電信編碼格式,以因應我國電信市場之號碼需求。論文中我們提出一種電信號碼動態核配機制,使電信號碼資源得以有效供給各類電信業務用碼需求。最後,我們針對我國電信編碼規劃進行特徵分析及驗證,論證我國電信編碼規劃具有更透明、更公平及更符合共通性之編碼特性,除了可充分解決目前各類電信業務號碼使用需求,亦可充裕供給電信業務或新增電信業務未來號碼使用之需求。 | zh_TW |
dc.description.abstract | Telecommunications number is basically the resource of Telecommunications networks. In 1996, the DGT announced the first version of Telecommunications Numbering Plan in Taiwan. The third version of numbering plan was updated on January 2000, which will be used till 2011. This Third-Version numbering plan has not directly assigned the number resource to many carriers, including Type-I and Type-II carriers. It is not fair in the Telecommunication market competition. Simultaneously, the unfair policy of DGT’s numbering plan will be an obstacle to the development of telecommunications diversity. We have studied the issues of the quantities, fairness and commonness of Taiwan’s third numbering plan by referring the ITU-T recommendations and other country’s numbering plan. In the thesis, we propose a dynamic number allocation scheme to use the number resource efficiently. The resulted numbering plan would meet to the number need of the telecommunications service both currently and in the future. | en_US |
