Increasingly frequent and high-magnitude climatic extremes cause significant mortality, injury and property damage, warranting efforts to improve coping capacities based on identifying and alleviating socioeconomic inequalities and environmental vulnerabilities. Disruptions to transportation systems impair the ability to ensure sustainable daily operations and cause failures in other systems. Along with resource allocation and pre-evacuation, road networks profoundly impact disaster response and recovery, particularly emergent disaster logistics and islanding rescues. This study thus examines the resilience of road network from the perspectives of vulnerability and interdependency. Analytical results demonstrate that the level of service on adjacent links, connectivity, and accessibility to hospital emergency facilities significantly impact the resilience of metropolitan road networks. The method developed in this study can assist planners in understanding the assessment tools of road network resilience and help decision makers prioritize resource allocation to improve road network serviceability under hazardous conditions.en_US
