摘要: 馬祖地區自來水面臨水源水質惡化、水場單元操作效能不彰,以及供水管網管理弱化等問題。另一方面,國內簡易自來水事業營運及業務管理仍有持續改善之空間。藉由本計畫之執行,以提供水利署針對馬祖地區自來水系統改善供水品質及穩定性之施政方針,同時協助水利署推動國內地方政府對簡易自來水業務自主管理之落實,以及提昇簡易自來水場之供水品質與穩定性。本計畫將分別針對馬祖地區自來水管理制度進行探討及辦理臺灣本島簡易自來水管理業務輔導、簡易自來水場操作示範,以及協助簡易自來水系統薄膜過濾模組設備(IS Water)推廣工作。
本計畫於104年度將持續針對馬祖北竿、東引及莒光地區淨水場(?里、東湧及西莒)之最佳淨水處理技術進行現地評估,探討次氯酸鈉搭配二氧化氯之前氧化方式對混沉移除藻類及有機物效能提昇之影響,並評估過濾單元之操作效能及反洗效率,依據評估結果編撰各座淨水場之淨水操作手冊,再輔以淨水場操作人員之培訓,以提昇淨水操作效能及供水品質。此外,將評估各地區淨水場與海淡廠聯合供水營運之可行形式。同時,協助連江縣自來水廠持續建置營運管理系統,以及進行管線圖資平台資料或功能更新。另一方面,持續協助水利署辦理臺灣本島另外4場次簡易自來水場淨水操作示範輔導,以及至少7場次簡易自來水管理業務查核及輔導會議,同時針對放置於新北市橫山國小與台中市和平國中之簡易自來水系統薄膜過濾模組設備(IS Water)進行維護及相關水質檢測。

In Matsu area, it has been proven that worsened source water, poor operational performance of unit in water treatment plant (WTP) and weak management in water supply system are the major problem for water supply management. On the other hand, the operation and management of small water treatment plants in Taiwan area still need to be improved. It is anticipated that the results of this project will give Water Resources Agent (WRA) a guiding principle to improve the quality of drinking water and stability of water supply in Matsu area. Meanwhile, this project will assist WRA in supervising the slef-management of small water treatment plants in each local government and improving the drinking water quality and stability of water supply. In this project, the system of water supply in Matsu area will be investigated. The inspection and quidance to local gonverments for managing small water treatment systems will be conducted. The demonstration for the operation of small water treatment plants will be performed. In addition, the membrane filtration module (IS Water) applied in small water treatment systems will be tested and populized to general public.
 This project will first investigate the optimal water purification technique for Banli, Dongyong and Xiju WTP. The effects of preoxidation approach by means of NaOCl and ClO2 on the performance of coagulation-sedimentation for the removal in algae and organic matter will be evaluated. The operational performance of DynaSand filter and the efficiency of backwashing will be studied. Then, a guide book for the operation of each WTP will be edited based on the results of operational performance evaluation, and then the training class for operators will be held to improve the operational performance and quality of water supply. Furthermore, the possible formula for the combination of operation of WTP and desalination plant in each area will be evaluated. Meanwhile, an operation & management system of Lienchiang WTP will be established in progress by means of the technical assistance, and the data of GIS for the management of water supply system will be updated or its function will be upgraded. On the other hand, the demonstration of unit operation in four small water treatment plants will be conducted. The inspection and guidance to the management of small water treatment plants in at least seven local governments will be implemented. Two membrane filtration modules located at Heng Shan elementary school in New Taipei City and Heping junior high school in Taichung will be periodically maintained, and the quality of filtrate also will be detected.
