標題: 台灣與美國產學研究園區之管理策略分析

摘要: 產業升級是台灣必須重視的議題,尤其是在由新竹科學園區、以及清華大學和交通大學的據點,但根據金融危機後到近期WEF的資料顯示,可發現其產能出現瓶頸的情況,經營管理明顯出現問題,形成產業停滯的狀況。 本研究利用個案分析法分析,加以M-I-T理論架構,以美國Georgia Institute of Tech作為標竿園區,並且驗證出Process of URP Development的可行性,進而對比探討新竹園區、以及清華和交通大學的發展狀況,發掘台灣所欠缺的因子。結論得出最關鍵的因子為Entrepreneurship Center,一個整合性的機構,對外處理外部機構的資助和產業合作機會,對內處理校園專門性的創業課程,並且構建完整的育成中心與加速器互補的運作機制,對於以學校為主體衍生出的研究園區是極具重要的。
Recently,ungrading industries is the very important issue in Taiwan,especially the position that consist of Hsinchu Science Park,National Tsing Hua University and National Chiao Tung University.Accoding to the information after the financial crisis happened,and the figures WEF collected recently indicating that production couldn’t grow up and business and management was in trouble forming the business slack. This study does case study and M-I-T theory to analyse, take Georgia Institute of Tech for benchmarking,and also verify the feasibility of Process of URP Development.Discuss the development in Hsinchu Science Park,National Tsing Hua University and National Chiao Tung University,an figure out what factors does Taiwan lack. Our result finds that the critical factor is Entrepreneurship Center-a integrate institution,dealing with outside institutions about fund project and industiral collaboration ,and building up a specific venture innovation progrom, a complementary operational mechanism between accelerator and incubator inside.It is crucial that forming a research park from a university.
