摘要: | 我國經濟部技術處自1997年起推動業界科專計畫,提供業界研發補助、智財權歸屬等投入研發創新之誘因,提高企業投入技術研發之意願、強化企業科技創新應用能力,今為符合國際創新政策趨勢,引導業者投入具潛力的前瞻產業技術開發,並鼓勵進行跨領域整合,以完備我國產業生態發展,自2014年起,以「A+企業創新研發淬鍊計畫(簡稱A+淬鍊計畫)」銜接「業界開發產業技術計畫」,持續推動透過專家學者審查以經費補助企業投入創新研發業務。
本研究以台灣印刷電路板(Printed Circuit Board, PCB)產業申請政府科技專案(科專)時,所考量的關鍵因素為何,透過相關文獻探討、對產學界專家作出前測間卷,以彙整出評選因子,再利用層級分析法(Analytical Hierarchy Process: AHP)為分析工具,得到各考量因素之重要性排序。研究結果顯示PCB業界最重視潛在利益的考量,其次是技術價值、專案風險以及專案執行。層級分析法可適用在不確定性高的A+淬鍊計畫評選,此外,隨著決策環境的改變會造成業界改變部分準則的重要性排序,不同產業別由於產業特性不同會導致對於評估準則將有不同的權重。 The Ministry of Economic Affairs has promoted the Technology Development Program since 1997 to provide incentives for R&D and innovation, such as R&D subsidies and intellectual property rights, to enhance the willingness of enterprises to invest in R&D, and to strengthen the ability of scientific and technological innovation. Innovation policy trends, and guide the industry to invest in potential forward-looking industrial technology development, and to encourage cross-sectoral integration to complete the development of China's industrial ecology, since 2014, "A+ enterprise innovation R&D plan (A + "" Linking up the "Industry Development Industry Technology Project", which will continue to promote the development of R&D business through the subsidy of enterprises and scholars through the examination of experts and scholars. In this study, the Indian Printed Circuit Board industry to apply for government Technology Development Program, the key factors considered, through the relevant literature, the industry experts to make a pre-test volume, Evaluation factors, and Analytical Hierarchy Process were used as analysis tools to get the importance of each factor. The results show that the PCB industry is most concerned about the potential benefits of consideration, followed by technical value, project risk and project implementation. Hierarchical analysis can be applied to the selection of A+ Quenching Scheme with high uncertainty. In addition, as the decision-making environment changes, the importance of some of the criteria in the industry will be changed, and different industries will lead to different criteria for the assessment.
