This study attempts to integrate GM (0, N) with data envelopment analysis (DEA) to analyze the equality of medical resource distribution and identify medical areas that lack medical resources and have low competition. First, this study employs GM (0, N) to determine the upper and lower limits, then those limits (the opinions of experts or decision-makers) are included in the DEA evaluation, enabling this study to solve the problem of calculating the upper and lower limits of conventional DEA Assurance Region Analysis, while to increase the distinguish power of DEA model, and the evaluation results closely reflect reality. Consequently, this study can provide the information needed to facilitate location selection for a new hospital.en_US
