摘要: | 为有效改善各都市更新及发展,台湾铁路之立体化改建工程已陆续扩及全省各大都会区,同时以改善铁路路线及站场功能,提升台铁营运效率为要务。近年来,因工程范围不断扩大,工程施工期间对于不确定之风险因素发生,势必影响整体工程之时程、成本之管控,因此,建立适宜铁路改建风险管理机制有其必要性。 铁路改建工程其工程项目涵盖土建、轨道、机电、号志、电力等多项工程,施工期间必须维持台铁正常营运,为确保工程顺利进行,排除突发性或不确定性之工程改建风险发生,确有必要加强工作人员风险认知与落实风险管理制度,以达防患于未然之目的。 本研究依据风险管理之理论及法,配合铁路改建工程特性,利用文献搜集、实地观察、工程人员访谈等方法,辨识执行铁路改建工程可能面临之风险因子,衡量各类风险制作问卷,再以专家问卷确认风险因子并针对风险因子对工期、成本之影响,藉由问卷所填写数据,经统计分析予以量化,求得各因子之风险平均值、标准差、CDI值,并利用风险避免、风险缓和、风险保留及风险转移等方法,针对风险值较大之因子,拟定建议风险处理对策。并藉由专案工程建立风险管理因应措施,相对能减少工程推动阻力与损失,同时提升工程绩效,期能如期、如质、如度达成任务。 进而冀望在各专案工程全生命周期中的规划阶段、设计阶段、招标发包阶段、施工阶段等各阶段建立风险管理机制,作为其他专案工程执行时之参考。 由于铁路改建工程之风险具有高度的不确定性,时空环境、机具设备、施工技术不断更新变动,风险处理方式合于当前,在未来不见得适用,因此必须经常注意,随时调整并不断检讨修正,以达成动态风险管理,发挥最精确的功效。 In order to effectively improve the urban renewal and development, the Taiwan Railway three-dimensional reconstruction works have been gradually extended to all major metropolitan areas throughout the province, to improve the railway line and station features, the Taiwan Railway Administration upgrade operational efficiency in order to the treasury.
