網路服務技術（Web Services）如何改變企業內預算系統之開發

Abstract

現今的企業為保有競爭優勢，往往必須倚重資訊科技的協助，但隨著企業內建立之資訊系統數目不斷增加，不同的資訊解決方案，常常形成了一個個資訊孤島。因此企業幾乎都面對著眾多資訊系統整合的挑戰。資訊系統開發者則必須解決使用不同通訊協定、不同資料格式的系統間之整合問題。

預算作業是將企業未來的經營策略與營運方針予以落實與展開，並預估實施之資金需求，藉以實現未來營運目標的一種財務規劃過程。因為企業全體皆必須參與預算編制流程，在此作業過程中已運用數個系統來協助完成，但即便如此，此過程卻仍總是曠日廢時。為了保有企業競爭優勢，讓組織運作更有效率，便要加速這個作業流程。而第一步便是解決不同系統間的溝通與整合問題。

網路服務（Web Services）是能夠在網際網路上被描述、發佈、定位以及呼叫的模組化應用程式，其實作便是將所有程式邏輯包裝起來，並提供一個標準的介面與外部溝通，重點是此介面定義的方法、資料交換之格式、與溝通管道都是產業技術標準。換句話說，只要能實作出這樣的介面，不論介面後面是何種平台、語言、通訊協定，都可以包裝成網路服務。運用此技術，可以解決企業內系統間的溝通與整合問題，包括資料整合與應用程式整合，不但能讓異質平台或新舊系統間的資料能互相溝通，新開發的應用程式也可繼續使用舊系統或異質平台的既有應用程式，以保留原有資訊系統資產的價值。

本研究主要探討網路服務技術及其相關技術對於系統開發所帶來的變革，及其對於個案企業預算作業系統架構的影響。

Every enterprise faces the challenge of integrating isolated IT systems. Developers must first solve communication-level integration issues, ensuring that systems using different transport protocols and data formats can exchange information.

Budgeting is a kind of financial planning that can realize and quantify the executives’ future strategies and operation plans of enterprise. Because the entire enterprise is involved in the budgeting planning process and there are several systems are used during the whole budgeting planning process. In order to retain competition advantage and be more efficient, it‘s necessary to speed up this process. The first step is also to solve communication-level integration issues.

Web Services are a natural consequence of the evolution of the Web into an open medium which facilitates isolated IT systems interactions. Web Services are concerned with the problems of enabling systematic application-to-application interactions over the Web, and the integration of the existing network computer infrastructure into the Web. The key components of this work are a focus on interoperability, support for efficient application integration, and the creation of a uniform representation of applications within heterogeneous distributed systems.

This paper presents a web application showing how Web Services are used to solve problems in a business situation.
